Project Description:

The applicant proposes to modify its existing SPDES permit to delete the monitoring requirements for Total Residual Chlorine for outfall 001 at the Selkirk Yard facility. The company has installed an ultraviolet disinfection system upstream of outfall 001 to replace the chlorination system. The Department has made a tentative determination to issue a permit for a State Pollutant Discharge Elimination System (SPDES) permit under Article 17 of the Environmental Conservation Law. This tentative determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time. As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify department approval for, or endorsement of the activity for which a permit is sought or for the overall proposed project. A draft permit is available for review and comment at the Region 4 office.

Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person.

State Environmental Quality Review (SEQR) Determination:

Project Description:

The applicant proposes to drain a silted-in area of a scenic hiking trail along an old railroad bed to allow use for hiking and to preserve the horizontal alignment of the old railroad bed for future augmentation into a railroad system. The proposal is to clean and re-slope the existing drainage ditch for approximately 540 feet, and install approximately 750 feet of new ditch and 20 feet of storm sewer. The project is located on SR 30 approximately 3/4 mile west of the SR 30/23 intersection at the hamlet of Grand Gorge.
