Project Description:

The Department has prepared a Draft Permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments and made a tentative determination to issue a Title V renewal for the operation for the operation of the Algonquin Gas Stony Point Compressor Station.

The Algonquin Gas Stony Point Compressor Station is a compressor station for the transmission of natural gas located in the town of Stony Point, Rockland County, New York. This natural gas compressor station is one of many that span the nationwide pipeline grid that provides the necessary pressure increase to maintain flow of natural gas.
The Standard Industrial Classification (SIC) Code representative of the facility is 4922 -Natural Gas Transmission. All combustion units utilize pipeline quality natural gas as fuel.

The facility primarily consists of:

A. Four (4) Clark TLA-8 gas-fired reciprocating engines each with a NEMA rating 2,700 hp;
B. Two (2) Solar Centaur 60-7800 gas-fired turbines each with an ISO rating on,700 hp;
C. One (I) Solar Mars 90-12000 gas-fired turbine with an ISO rating of 12,502 hp).

The facility is subject to Federal New Source Performance Standards in addition to State Regulation Part 227 for Oxides of Nitrogen. The facility has two caps: one for PSD requirements (sources R-0001, R-00002, R-00003 and R-00004) and the other to stay below New Source Review thresholds (NYCRR Part 231) when they installed the new turbines (T-00008) in 2008.

By acceptance of this permit, the permittee agrees that the permit is contingent upon strict compliance with the ECL, all applicable regulations, the General Conditions specified and any Special Conditions included as part of this permit.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. The project sponsor proposes the construction of a wireless telecommunications facility on the Vista Fire Department property located at 377 Smith Ridge Road within the Town of Lewisboro, New York. The proposed facility will be comprised of a 154-foot tall monopole tower and a 12-foot by 20-foot equipment shelter enclosed within a 50-foot by 100-foot wide fenced gravel surface compound to be located entirely within the Adjacent Area of State Regulated Freshwater Wetland D-45 (Class-2). A 12-foot wide gravel drive will provide access from the Fire Department's paved parking area and will disturb approximately 0.03 acres of DEC Wetland D-45.

Project Description:

The Applicant, Ms. Linda Lucadamo, proposes to construct a 7,996 square foot (sf)warehouse with an associated parking area, stormwater management system and infrastructure. Within the site, NYS-regulated Freshwater Wetland (FWW) K-12 (Class 2) will not be affected and a total of 8,250 sf of the 100-foot Adjacent Area (AA) will be affected for grading for a portion of the stormwater management basin, storm drainage utilities and pervious parking area (7,250), and for installation of the sanitary sewer pipe (1,020 sf).

The Applicant is required by the Village of Mount Kisco to construct drainage facilites in Cary Place, a Village Road. As a result, there will be off-site impacts to FWW K-12. A total of 680 sf of FWW K-12 will be affected for installation of the sanitary sewer pipe (440 sf) and construction of a vegetated swale as part of the stormwater management system (240 sf). A total of 1000 sf of the 100-ft AA will be affected for the stormwater piping.

A combination of plantings and seed mixes will be used to mitigate the wetland and AA areas affected by the proposed construction. On-site 7,500 sf of mitigation plantings or seeds will be placed within the 100-ft AA north and south of the stormwater basin and west of the parking area. Off-site, 1,170 sf of mitigation plantings or seeds will be placed off-site.
