Project Description:

The applicant proposes to construct an approximately 80-vehicle capacity bus parking lot and light repair and maintenance facility at 280 Meredith Avenue, Staten Island, NY 10314, comprising Richmond County Tax Block 2810, Lots 59, 82, 91 and 94. The facility will consist of a fenced, curbed, paved lot, with catch basins directing stormwater drainage, and will cover approximately 2.2 acres. Approximately 4,000 square feet (less than 1/10th of an acre) will lie within the regulated tidal wetland adjacent area. A fifteen-foot-wide buffer strip of native trees and shrubs will be planted between the bus parking facility and the tidal wetlands. Stormwater runoff will drain to catch basins and drywells located on-site, to the north of the 150-foot-wide tidal wetland regulated adjacent area.

The applicant proposes to install a 24 inch stormwater pipe to connect new stormwater management infrastructure to an existing stormwater outfall within the northeast corner of Brady Pond a NYSDEC regulated Class II Freshwater Wetland (NA-4). The proposed work includes trenching to install approximately 65 feet of new pipe and land disturbance approximately 95 feet from the northern shore of the pond. Existing guard rails would be removed and new guard rails would be installed approximately 95 feet from the northern shore of the pond. A temporary raised concrete paver access would be installed between the Staten Island Expressway eastbound lanes and Narrows Road South approximately 95 feet from the northern shore of the pond. The work area is located on the northern shore of Brady Pond "Grasmere Lake" located south of the Staten Island Expressway, west of Steuben Street and east of the Staten Island Rapid Transit railway.
