The Department has made a tentative determination to renew and modify an existing permit for the average discharge of 84.2 million gallons per day (MGD) municipal wastewater from the Metropolitan Syracuse Wastewater Treatment Plant (WWTP). The modifications are based on a series of engineering and scientific studies done to evaluate the need for upgrading the WWTP and providing treatment of the combined sewer overflows (CSO) that occur in the WWTP's service area. The studies were done due to a Judgment on Consent which required the County to perform these studies. As a result the monitoring requirements for various CSO treatment facilities are included in the draft permit. The current wastewater treatment consists of activated treatment system followed by two new filtration facilities: one to address ammonia removal and the other to reduce the phosphorous levels in the WWTP's discharge. A draft permit is available for review. Other modifications are to update the permit due to changes in applicable federal and state laws. State Historic Preservation Act (SHPA) Determination:
The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
