Project Description:

The applicant proposes to stablize approximately 125 linear feet of the bank of Limekiln Creek (DEC Class C(TS)). The project site is located approximately 500 feet upstream (north) of the Canadice Road crossing. As proposed, five log vanes will be constructed on the bank of the creek to deflect stream flow, and the eroded bank bank will be filled to a 3:1 slop using material from an adjacent point bar.

Project Description:

Correction to ENB Notice dated 8/12/09 (additions in bold): The New York State Department of Environmental Conservation (NYSDEC) is pursuing a Department Initiated Modification (DIM) to the SPDES Permit (NY 000 0493, pursuant to 6 NYCRR Part 750-1.18, New York State's Environmental Benefit Permit Strategy (EBPS). The Department has made a tentative determination to renew and modify the existing SPDES permit held by the Village of Rushville which authorizes discharge of treated sanitary effluent to the West River across from the plant just south of Wharehouse Street in the Village based on a full technical review under the EBPS program. The permit modification includes an increase in the flow limit from 0.6 million gallons per day (mgd) to 0.79 mgd which is required because of additional flows from the Marcus Whitman School. An upgrade to the plant was required to accommodate the increased flow. The Village installed an equalization tank, aerobic aerator tanks and additional aeration to treat the increased effluent flow. The permit also includes minor updates. As a tentative determination, the Department seeks comments on this application. The file is available for review and comment at the NYSDEC Region 8 Avon Office.

Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY 002 1873), pursuant to 6 NYCRR Part 750-1.18, New York State's Environmental Benefit Permit Strategy (EBPS).

The Village of Medina Wastewater Treatment Plant is a publicly owned treatment works that provides secondary treatment for a design flow of 2.0mgd. The facility has since been upgraded to provide a dry weather treatment capacity of 4.5 mgd. Treatment includes rotating bio-discs providing fixed film biological treatment; clarifiers removing suspended solids; and a parallel wet weather treatment system using microscreens operated when flow exceeds 5 mgd. Sludge is digested and dewatered, then recycled within the community. The facility has treated surface discharge into Oak Orchard Creek, a class C water. The facility currently has an EBPS score of 130.

The following changes to the permit are proposed: Page 2 has been updated to clarify that the overflows are combined sewer overflows. Overflow #3 has been removed. The design flow has been increased from 2.0mgd to 4.5mgd. Effluent limits for periods of wet weather have been removed because all flows to the plant are below the new design flow limit. The flow rate will be monitored at the effluent and the daily maximum will also be reported. Percent removals for biochemical oxygen demand 5-day test and total suspended solids have been increased. Seasonal ammonia limits have been added. Monitoring for total phosphorus has been added. A total copper effluent limit has been added. A dissolved oxygen limit has been added. A total zinc action level has been added. Monitoring for total kjeldahl nitrogen has been removed because the effluent limits for total ammonia will be sufficient to monitor the nitrogen entering the receiving water. Discharge notification requirements have been moved to the special conditions section. The best management practices for combined sewer overflows has been updated. The long term control plan section has been updated. A mercury minimization program has been added. A compliance schedule item has been added to address the new effluent limits on total ammonia. A monitoring locations page has been added.
