The Shoemaker Gas Turbine Station is a peak generating station which consists of (1) natural gas/jet A fuel-fired (512 mmbtu/hr) gas turbine, (1) natural gas-fired (6.0 mmbtu/hr) internal combustion engine, (1) natural gas-fired (0.56 mmbtu/hr) emergency generator, and (1) one jet fuel storage tank. The turbines are subject to 6NYCRR Parts 225, 227, 237,238, 242, 243, 244 and 245.

By acceptance of this permit, the permittee agrees that the permit is contingent upon strict compliance with the ECL, all applicable regulations, the General Conditions specified and any Special Conditions included as part of this permit.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

The proposal includes the construction of a warehouse/ office building and asociated parking areas within 20 feet of the wetland boundary. The site currently has no stormwater controls in place and this proposal includes the installation of a stormwater infiltration system, which will ultimately result in improved water quality within the wetland. Total proposed redevelopment of disturbed areas within the 100 foot adjacent area totals approximately 14,150 square feet (associated with construction of the building and associated parking) and disturbance within the wetland proper totals approximately 100 square feet (associated with the installation of a 15" culvert to serve as an overflow for the stormwater infiltration system).

Project Description:

The applicant proposes to rehabilitate an existing approximately 85- foot long, 3-cell culvert at Plum Brook [#H-31-P44-17 portion, Class B(ts)] within New York State regulated Freshwater Wetland #F-76 (Class 2). The project site is located where Brick Hill Road crosses over Plum Brook between Route 202 (aka Somer's St.) to the northeast and Route 139 (aka Primrose St.) to the southwest. The project includes removing the damaged emulsified protective coating from the culvert pipe, painting the remaining steel corrugated pipe, clearing and grubbing of vegetation limited to 15 feet from the end of the culvert, installation of temporary cofferdams for water diversion during construction, restabilization of the streambank with approximately 150 cubic yards of heavy dry rip-rap at the location of the existing grouted rip-rap at the culvert ends, and erosion control measures to protect the wetland and brook. There will be no filling in the wetland or its 100-foot Adjacent Area and no heavy equipment in the stream.
