Project Description: The project is a subdivision into sites involving the lease of a 20 foot x 30 foot area for the construction of a 78 foot tall telecommunications (tower monopole). T-Mobile proposes to mount three panel antennas each with a tower mounted amplifier centered at the 75 foot height on the tower. The antennas will be "flush" mounted on the tower using a 4 sector universal ring mount. A lightening rod will be attached to the tower and extend two feet above the top of the tower for an overall height of 80 feet above ground level. T-Mobile proposes to install three 75.2 inch x 53.2 inch x 25.6 inch equipment cabinets at the base of the tower within a 16 foot x 28 foot fenced compound, an ice bridge to protect the cables connecting the tower to the equipment cabinets and a wooden stockade fence around the compound. Access to the tower location will be over an existing gravel road. The proposed T-Mobile tower is located 100 feet from existing tower installed by another cellular telephone company.

Project Title: Town of Jay

Project Description: This is an amended description of the project which was originally noticed July 8, 2009. The project is an application seeking after-the-fact approval for a greater than 25% expansion of a pre-1973 mineral extraction (Quarry) with a 70.10 ± acre life of mine after the fact. The applicant proposes the extraction of a maximum of 10,500 cubic yards of consolidated mineral, on an annual basis during a five year permit term in conjunction with the New York State Department of Environmental Conservation permit. A total of 41.60 ± acres will be affected in the next five year term. The proposed mining operation will operate year-round, May 1-September 30, Monday through Friday, 6:00 a.m. to 4:30 p.m., Saturday 7:00 a.m. to 12:00 p.m., and October 1- April 30, Monday through Friday, 7:00 a.m. to 4:00 p.m., and Saturday 7:00 a.m. to 12:00 p.m. On occasion there will be after hour operations, no Saturdays or Sundays, for the cutting of stone which has been occurring on the site as part of the quarry operation. The equipment to be used in the mining operation includes front-end loaders, bulldozers, dump trucks, excavators, generators and rock cutting saws. The Agency has also authorized a test crushing operation in order for the operators of the Quarry to gather noise data information to determine if this type of operation would be permitted by the Agency as a separate project. The rock crushing operation would be considered a Major modification to this permit and would require a new permit application and public notice. The test crush operation will be completed on or about September 30, 2009.

Project Description: The project is a subdivision into sites involving the lease of a 100 foot x 100 foot area to T-Mobile Northeast, LLC for the installation of a 90 foot tall monopole (i.e., telecommunications tower) with three flush mounted panel antennas centered at a height of 86 feet on the monopole. A five foot lightning rod will be attached to the top of the tower for an overall height of 95 feet. The project also involves the installation of equipment cabinets on a concrete pad at the base of the tower within a 16 foot x 28 foot fenced compound. The cables connecting the antennas to the equipment cabinets will be protected by an elevated ice bridge. An existing access road that extends westerly from US Route 9 will provide access to the tower site. The tower will be serviced by electric and telephone cables installed underground within the existing road.

Notice of Acceptance of Draft EIS and Public Hearing

Saratoga County - The New York State Office of Parks, Recreation and Historic Preservation (NYS OPRHP), as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Adoption and Implementation of a Master Plan for Saratoga Spa State Park. A public hearing on the Draft EIS will be held on September 17, 2009 at 7:00 p.m. in the Ballroom of the Gideon Putnam Hotel, 24 Gideon Putnam Road, Saratoga Spa State Park, Saratoga Springs, New York. Written comments on the Draft EIS will be accepted until October 9, 2009. A hard copy of the DEIS is available at the following locations: the Park Office, at the offices of the agency contacts and at the Saratoga Springs Public Library, 49 Henry Street, Saratoga Springs, NY. The online version of the DEIS is available at the following publically accessible web site: http://www.nysparks.state.ny.us/inside-our-agency/public-documents.aspx.

The action involves the adoption and implementation of a Master Plan for Saratoga Spa State Park. The draft plan includes proposals for resource protection and for recreational use including improvements to playgrounds, picnic areas, tennis courts and the Peerless Pool area, a new disc golf course; an improved trail system; and a new off leash area for dogs. The Plan proposes creation of a new mineral waters museum and visitor center in the Lincoln Bath House and rehabilitation of the Roosevelt II Bath House for park services. Natural resource protection recommendations include erosion management measures for Kayaderosseras Creek and Geyser Brook, control strategies for invasive species management and management and restoration of the Karner blue butterfly habitat areas. The plan also recommends designation of portions of the park as a Park Preservation Area, a New York State Natural Heritage Area and a New York State Bird Conservation Area. The Draft Plan/DEIS describes potential environmental impacts and mitigation of those that may be adverse. Areas that have been evaluated with respect to impacts include: transportation/access, land, recreation/open space, water resources, biological resources/ecology, cultural resources, scenic/aesthetic resources and public health. The project is located in the Saratoga Spa State Park in the City of Saratoga Springs and Town of Malta, New York.
