Project Description:
Zoladz Construction Co., Inc. has applied for a Part 360 Permit for a construction and demolition (C&D) debris processing facility to grind or chip C&D wood debris, railroad ties, and other creosote treated lumber for use as an alternative fuel in permitted power plants. The proposed rate of acceptance is 1000 tons per day.
The Facility is proposed to be located at 1951 Hamburg Turnpike in the City of Lackawanna, Erie County.

State Environmental Quality Review (SEQR) Determination:
Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency: NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination:
The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment:

Project Description:
Caraustar Mill Group, Inc. (formerly Buffalo Paperboard) has requested and been approved for emission reduction credits in the amount of 40.54 tons of nitrogen oxides and 1.77 tons of volatile organic compounds. These credits are being established for the discontinuation of all operations at this facility. The applicant surrendered the Air State Facility permit on September 4, 2003 and in accordance with the surrender provisions of 6 NYCRR Part 2312.6(a)(7)(iii), this reduction is made federally enforceable.
