Project Description:

As part of Broome County's proposed landfill expansion certain road improvements are proposed that will cause impacts to United States Army Corps of Engineers jurisdictional wetlands. The Dunham Hill/Knapp Road improvements will impact 0.45 acre. The extension of the access road along the northern edge of section IV of the landfill will cause an additional 0.30 acre of impact. The applicant previously created freshwater wetland that mitigated for some of the impact caused. Additional freshwater wetland mitigation has been proposed.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

SEQR Lead Agency: Broome County

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Aug 20, 2009.

Project Description:

To expand the life of mine in the area north of Beaver Creek Road by 8.7 acres. This consists of 4.2 acres that were previously disturbed between 2003 and 2008, plus 4.5 acres of undisturbed land. In addition, 2.9 acres east of Perkins Road that were disturbed prior to 1975 will be added to the life of mine boundary. Project site is located at Perkins Road and Beaver Creek Road the Town of Caroline, Tompkins County.
