Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY 010 7051), pursuant to 6 NYCRR Part 750-1.18, New York State's Environmental Benefit Permit Strategy (EBPS).

The Village of Voorheesville Pleasant Street Sewer District #2 has a design flow of 4,000gpd. Current treatment includes collection of septic tank effluent from 18 private homes to a central village owned septic tank and leach field system. The treated sanitary discharge goes to groundwater, class GA.

The following changes to the permit are proposed: Permit limits, levels and monitoring definitions page has been added. Effluent limits and monitoring requirements for flow, oil and grease, and pH at outfall 001 have been added. The monitoring locations map has been expanded and a flow diagram has been added. The modification also includes several other minor administrative updates and additions.

Availability of Application Documents:

Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Sep 04, 2009.

Project Description:

The applicant proposes to operate a 4.3 acre life-of-mine consolidated bluestone mine of which 4.3 acres will be affected during the initial permit term. The stone will be removed with mechanical saws, air drills, chisels, bobcat and fork lifts. Blasting is not proposed at the site. The project is located on Pine Swamp Road approximately 1.1 miles from State Route 206.

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
