Project Description:

The department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the New York State Environmental Conservation Law (ECL) and made a tentative determination to approve the permit application for the operation of the applicant's existing flexographic printing facility. Overnight Labels, Inc. produces pressure sensitive labels, shrink sleeves and flexible packaging using water-based inks. The facility's operations are regulated under 6NYCRR Part 201, Permits and Registrations, and 6NYCRR Part 211, General Prohibitions. The draft permit and application are available for public review at the Region One office. The property is located at 151-15 West Industry Court, Deer Park, Town of Babylon in Suffolk County.

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Applicant proposes to demolish a 25,150 square foot convent building, remove existing sanitary system and 23,797 square feet of existing parking. Aditionally 1,154 square feet of area is proposed to be cleared for future construction. Project is within 100' of a NYSDEC regulated freshwater wetland and is located on Cenacle Road, Ronkonkoma.

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: Brookhaven Town Planning Board

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have an impact on registered or eligible archaeological sites or historic structures. The department must consult further with OPRHP before making a final decision regarding the issuance of the permit.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
