Project Description:

The permittee proposes to modify their existing Article 24 Freshwater Wetland permit, which authorizes the reconstruction and realignment of NYS Route 590. This modification proposes the construction of two new parking lots and associated driveways. As a result of the NYS Route 590 realignment boat trailers block the entrance to the restaurants while waiting to launch. The modification will provide additional parking and staging area, eliminating the backup on Culver Road. The additional car and trailer parking will be constructed using pervious asphalt. The modification will require an additional impact to 0.33 acres of regulated freshwater wetland adjacent area, which was previously the site of the old NYS Route 590 roadway prior to the realignment.

A cultural resources survey has been completed. Project Description:

In an effort to reduce the frequency of flooding of adjacent farm fields and properties, the Town of Penfield proposes to remove overgrown vegetation, vegetative debris and approximately 1,679 cubic yards of accumulated silt from a 20,140 foot section of Commission Ditch, a Class B waterway, located from Penfield Center Road south to the town limits. Several sections of stream will be widened to a bottom width of four (4) feet, the original designed width. The dredged material will be spread on adjacent agricultural fields and upland areas. Vegetated buffers will be created along the stream in several areas to limit further siltation and improve habitat value. Portions of the proposed project are located within NYS Freshwater Wetlands PN-5, PN-14 and PN-21 and the corresponding wetland adjacent areas.

The Department is prepared to issue an Individual Water Quality Certification to the applicant for a joint project with the Canandaigua Lake Watershed Council ( authorized by Army Corps NW Permit No. 2009-00802 ) to stabilize approximately 850 linear feet of Fall Brook, a Class C stream that runs through the golf course, using a variety of methods, including rip rap and interplanting of vegetation, along with constructing a rock vane to protect a highly eroded section of the brook for the purpose of reducing the overall amount of sediment that enters into the lake from this stream. The project is located at 3280 Fallbrook Park in the Town of Canandaigua, Ontario County.
