Project Description:

The applicant proposes to continue an existing discharge of 18,000 gallons per day of sanitary wastewater, treated by an existing septic tank and seepage pit system (Outfall 001) and a 600 gallon per day discharge of floor drain wastewater, after treatment by oil/water separator with sand filter and carbon filter (Outfall 002) at the applicant's Brushton Moira Central School and Bus Garage located at 758 County Rte. 7 in Brushton. The Department has prepared a draft permit and has made a tentative determination to issue a permit for a State Pollutant Discharge Elimination System permit under Article 17 of the Environmental Conservation Law. Project Description:

The applicant has applied for a modification to their Air State Facility Permit 5-1728-00122 that would convert it into a Title V Permit. The proposal would involve increasing the number of permitted IC engine - generator sets from one (1) to two (2), and would use appropriate CAT G3520C IC engine operating parameters that can be achieved and maintained during all fuel quality and engine wear / maintenance operating conditions. The potential regulated air pollutant emissions of the proposed modification are less then the federal (CFR 52.21) and NSDEC (Subpart 231-7) Prevention of Significant Deterioration (PSD) permitting program applicability thresholds. The potential regulated air pollutant emissions (NOx) of the proposed modification are less then the NYSDEC (Subpart 231-5) applicability thresholds. The potential regulated air pollutant emissions (CO) of the proposed modification are major, which requires the issuance of the Title V Permit for the facility operations under Subpart 201-6 (Title V Facility Permit).

In accordance with 6NYCRR Parts 621.7(d)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Project Description:

The applicant has proposed to dredge up to 1000 ± cubic yards of silt and organic material from a 26,960 ± square foot area of Orcutt Bay on Lake George. Approximately 8-12 inches of material will be removed by a hydraulic dredging vessel which will pump the spoils to a suitably contained Geo-tube for de-watering, and ultimate disposal off-site. A vegetative buffer 12 to 20 feet in width is proposed to be planted along the shoreline, and fertilization will be closely monitored, to mitigate sediment and contaminants carried by storm water runoff. The Adirondack Park Agency has also reviewed this application under Executive Law, and has published its complete application in the July 15, 2009 Environmental Notice Bulletin.
