Project Title: Adventure Bound Camps
Location: NYS RT 374 and Gadway Road, Towns of Ellenburg and Dannemora, New York.
For Adirondack Park Agency: Comment Period Ends: August 13, 2009
Project Description: The action involves expansion of a group camp (Camp Chateaugay) involving two separate properties on the shoreline of Chateaugay Lake, both containing wetlands.
One 3.3 acre vacant parcel is in the Town of Dannemora on NYS RT 374 and has 139 ± feet of shoreline on Chateaugay Lake. The proposal is for after-the-fact permit to use the 3.3 acre parcel with 153 feet of shoreline on Chateaugay Lake for summer group camp uses including: boating, picnicking, swimming, and storage of equipment. Up to 40 persons may be on-site from 9:00 a.m. to 6:00 p.m. Predominate activities will occur off-shore. Occasional overnight tent camping. Porta-potty on-site for sanitary use; no water supply or wastewater disposal on site. Small storage shed and boat rack at shoreline; off-shore dock and moorings for small non-motorized craft. Continued use of a 3 foot by 240 foot wooden boardwalk through the wetland is proposed to provide access between the upland lawn area and shoreline.
The second parcel is 41 ± acres in size, is located in the Town of Ellenburg off Gadway Road and has been operated as a children's summer camp for more than 40 years. This is the main campus and has approximately 1,300 feet of shoreline on Chateaugay Lake. Proposed in this location is an expansion of the group camp by the construction of the following new buildings: Two camper cabins, each 1,200 square feet in size, a 900 square foot fitness center, a 2,000 square foot dance studio, and a 3,200 square foot arts center. Expansion of one camper cabin is proposed. In addition, five new bunkhouses will replace platform tents in the same location. Finally, a single-point discharge wastewater treatment system is proposed to serve the entire campus. The new facilities will allow occupancy of the camp to be increased from 500 persons to a maximum of 600 persons (campers and staff, included).
Clinton County - The Village of Dannemora, as lead agency, has determined that the proposed Wastewater Treatment Facilities Improvements Project will not have a significant adverse environmental impact. The action involves the improvements to the existing Wastewater Treatment Facility headworks. The New York State Department of Environmental Conservation (NYS DEC) has noted safety concerns with the plant's influent pumping station associated with the retrieval of accumulated debris in the pump wet well.
Therefore, improvements include a new headworks facilities with mechanical screening and grit removal equipment, the decommissioning of the existing influent pump station including the removal and disposal of wet well sediments/solids and removal and storage of existing pumps and controls. The controls equipment for non-potable effluent water system will be replaced and the existing equipment will be demolished and disposed of. The project is located on Plant Street in the Town of Saranac, New York.
