The applicant proposes to construct and operate a Community Wastewater Management system for the Hamlet of Ashland .The project will consist of approximately 12,000 linear feet of small diameter gravity sewer main and laterals and 3,000 linear feet of force mains.The recirculating sand filter wastewater treatment plant is designed for a 26,000 gallon per day average daily flow, and will consist of a main pump station, a chemical feed station and settling tank for phosphorus removal, a sand filter dosing pump station, three sand filters, each capable of handling 50% of the design flow, a flow splitter, a clear well with two clearwell pumps, two microfiltration units and two ultra violet light disinfection units. The existing stormwater drainage system will also be upgraded to reduce erosion and sedimentation.

Project Description:

The applicant proposes to remove radiologically and chemically contaminated soils that were used as fill material in construction of the lower level parking lot (LLPL), located on the U.S. Department of Energy, Separations Process Research Unit (SPRU) area at the Knolls Atomic Power Laboratory (KAPL) site, at 2425 River Road, Town of Niskayuna. Stormwater runoff from the LLPL has transported the contamination into the jurisdictional federal wetland at one location within 15 feet of the edge of the LLPL. Impacts to the wetland will result from the excavation of an approximate 900 square foot area to a depth of 1 to 2 feet. A temporary disturbance of the wetland will be necessary to construct a grassed waterway to divert stormwater around the wetland area during excavation and an earth dike around the excavation itself to prevent run-on/runoff into/from the excavation and potential transport of contaminants. The excavated contaminated sediments will be removed from the site and transported in sealed containers to an approved waste disposal facility. The excavated and temporarily disturbed wetland areas will be backfilled with clean sediments/compost, returned to original grade, seeded with wetland seed mix native to Schenectady County, mulched, and the flow of water restored to the wetland area.
