Project Description:

The Department is proposing to renew and modify the State Pollutant Discharge Elimination System (SPDES) Permit for the Port Jefferson Power Station located on the west shore of Port Jefferson Harbor, part of Long Island Sound. A draft permit has been prepared and has been modified to specify the facility upgrades necessary to implement NYSDEC staff's Best Technology Available (BTA) determination. These upgrades are required to minimize environmental impacts associated with the facility?s cooling water intake structures in accordance with 6 NYCRR Part 704.5 and Section 316(b) of the federal Clean Water Act.

Department staff have selected in combination; (1) continuous operation of the existing traveling screens, (2) aggressive pump shutdown procedures, (3) seasonal deployment of an Impingement Barrier Net, (4) installation of Variable Speed Pumps, and (5) installation and operation of Fine-mesh Traveling Screens with fish protection features as the technologies and/or operational measures that will meet the requirements of 6 NYCRR Part 704.5 and Section 316(b) of the federal Clean Water Act. This selection of technologies and/or operational measures is referred to as a BTA determination, and the schedule for implementation and follow-up activities have been incorporated into this draft permit.

The SPDES permit for this facility authorizes the discharge of non-contact cooling water, evaporator blowdown, condensed steam, intake bay dewatering effluent, treated wastewater, and storm water to Port Jefferson Harbor.
