Project Title: Town of Jay

Location: NYS Route 9N in the Town of Jay, New York.

Project Description: The project is a greater than 25% expansion of pre-1973 mineral extraction (Quarry) with a 70.10 ± acre life of mine. The applicant proposes the extraction of a maximum of 10,500 cubic yards of consolidated mineral, on an annual basis during a five year permit term in conjunction with the New York State Department of Environmental Conservation (NYS DEC) permit. A total of 41.60 ± acres will be affected in the next five year term. The proposed mining operation will operate year-round, May 1-September 30, Monday through Friday, 6:00 a.m. to 4:30 p.m., Saturday 7:00 a.m. to 12:00 p.m., and October 1- April 30, Monday through Friday, 7:00 a.m. to 4:00 p.m., and Saturday 7:00 a.m. to 12:00 p.m.. Proposed blasting hours are year round Monday through Friday, 9:00 a.m. to 3:30 p.m. Crushing and breaking of rock will occur during hours of operation. There will be no rock crushing, rock breaking, or blasting on Saturdays. On occasion there will 24 hour operations for the cutting of stone. The equipment to be used in the mining operation includes front-end loaders, bulldozers, dump trucks and portable rock crusher, excavators, generators and rock cutting saws.

Location: Elm Lake Road in the Village of Speculator, New York.

Project Description: The action involves installation of a utilities within an existing driveway constructed through wetlands to serve a single family dwelling to be built on an adjoining parcel.


Negative Declaration

Saratoga County - The Town of Clifton Park Planning Board, as lead agency, has determined that the proposed XAR Development - 9 Lot Subdivision will not have a significant adverse environmental impact. The action involves a proposal by the applicant, XAR Development (XAR) to subdivide its property into nine (9) parcels.

The subdivision is proposed on a 212 + acre parcel of land. The project is located in the northeastern portion of the Town of Clifton Park and lies within the light industrial zone. The further development of the site, after subdivision, will consist of development and construction of light industrial type uses. The nine (9) parcels will be developed on an individual basis with site plan review of each parcel occurring at a later time. For purposes of evaluating these potential future actions, a full development site plan for each buildable parcel was included in the plan set and addressed in the SEQRA documentation on file with the Town of Clifton Park Planning Board. The project is located at Wood Road and NYS Route 9, Town of Clifton Park, New York.

Negative Declaration and Public Hearing Correction

Hamilton County - The Adirondack Park Agency, as lead agency, has determined that the proposed State Land Classification 2009-02 will not have a significant adverse environmental impact. The action involves the proposed classification and reclassification of State lands and waters in the vicinity of Lows Lake and the Five Ponds Wilderness Area in St. Lawrence and Hamilton Counties within the Adirondack Park. The action involves five State land classification proposals that include recently acquired State lands and the lake bed and waters of Lows Lake, totaling approximately 4,384 acres, to Wilderness. This action also involves four State land reclassifications proposals, totaling an estimated 8,161 acres, from Primitive to Wilderness. Total acreage involved in the proposal is approximately 12,545 acres. One additional alternative under consideration would include the proposed classification of the lake bed and waters of Bog Lake, with an estimated area of 221 acres, to Wilderness. This action only involves the classification and reclassification of State lands according to the provisions of the Adirondack Park State Land Master Plan.

This notice is a correction to the notice for this project published in the ENB on June 24, 2009. The only change to this notice is the date of the June 20, 2009 public hearing in Albany. The June 24 notice incorrectly referred to July 20 as a Thursday, July 20, 2009 is a Monday.

Written comments will be accepted through August 28, 2009. Positive Declaration

Hamilton County - The Adirondack Park Agency, as lead agency, has determined that the proposed Map may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves a request from the Town of Inlet for four amendments, totaling approximately 1,913 acres, to the Official Adirondack Park Land Use and Development Plan Map. The proposed amendments would reclassify approximately 870 acres of land from Low Intensity Use to Moderate Intensity Use and approximately 1,043 acres of land from Rural Use to Moderate Intensity Use. The project is located along Uncas Road, NYS Route 28 and Limekiln Road in the Town of Inlet, New York.
