Project Description:

The applicant proposes to construct a single family dwelling approximately 10 ft. from the tidal wetland boundary and has requested a variance from the 75 ft. setback development restriction. Also proposed is a pervious driveway, removal and replacement, in-place, of a non-functional concrete seawall with a vinyl wall, construction of 76.5 linear feet of new bulkhead above apparent high water with two returns, construction of 99 linear feet of low sill bulkhead at the toe of the existing intertidal marsh vegetation, dredging 10 ft. seaward of the low sill bulkhead to a depth of 4 ft. below mean low water with result 65 cubic yards of dredged material and 360 cubic yards of upland fill placed landward of the bulkhead to raise the grade of the property and construction of retaining walls to contain the fill, a 4 ft. by 8 ft. open grate walkway over the bulkheads to access the water, and installation of two boat whips. An approximate 14' x 20' upland area will be maintained as a buffer area and planted with native species. Concrete debris will be removed by hand from the wetland area and the area will be planted with Spartina alterniflora. Biologs will be used as needed. A 16' x 100' drain field to contain runoff will be installed along the east property line. The property is located at Branch Avenue, Village of Freeport, Town of Hempstead on a canal off Freeport Bay, NCTM # 62-187-646-650.

Project Description:

The Department has evaluated the Ocean Beach Sewage Treatment Plant facility pursuant to New York State's Environmental Benefit Permit Strategy (EBPS) and has determined that changes to the permit are necessary. Therefore, pursuant to the Uniform Procedures Regulations [6NYCRR Part 621.13(a)] the Department intends to modify the permit to include a increase minimum BOD and Total Suspended Solids removal, as well as change in mass units for these criteria. Influent sampling and process control monitoring have been removed from the permit. Other monitoring has been added to the permit. Additional Water Quality Based Effluent Limits (WQBELs) for total Chlorine has been added. Pages and footnotes have been updated, revised and reordered. The changes are tentatively scheduled to be effective after the period for public comment. A copy of the draft modified permit can be reviewed at the Region 1 office.

Project Description:

The applicant proposes to construct a 36 foot low sill bulkhead seaward of apparent high water, place 5 cubic yards of clean fill landward of the low sill bulkhead and plant the fill/disturbed area with S.alterniflora on 12 inch centers. Remove and replace 52 feet of bulkhead and place 5 cubic yards of backfill with an existing high marsh. The backfill area will be planted with S.patens on 18 inch centers. Reconstruct and raise the existing dwelling, construct a new deck, and remove portions of the existing dwelling located approximately 12 feet from the tidal wetland boundary. An addition to the dwelling, new septic system, and pervious driveway are proposed to be constructed landward of the 10 foot elevation contour line. The project is located at the above facility address, Southold Town, Suffolk County.

Project Description:

The applicant proposes to reconstruct 68 feet of bulkhead landward of the existing bulkhead, 439 feet of bulkhead within a maximum of 16.5 inches of the existing bulkhead, and 181 feet of bulkhead within a maximum of 32 inches of the existing bulkhead. Placement of fill behind portions of the new bulkhead which will be located seaward of apparent high water, will result in the permanent loss of approximately 388 square feet of tidal wetlands known as littoral zone (SM/LZ). The applicant also proposes to temporarily relocate a 12 foot by 14 foot building in order to perform bulkhead work, install new steel support beams beneath an existing deck and replace decking as required, dredge a 15 foot by 70 foot area immediately adjacent to the bulkhead to a depth of -11 feet below mean low water, and dredge a 20 foot by 60 foot area just seaward to a depth of -12 feet below mean low water. Eighty cubic yards of dredge material will be removed and disposed of at an approved offsite location. The project is located at 111 Main Street, Greenport, Town of Southold, Suffolk County, SCTM# 1001-5-4-38.1
