Public Notice

Notice of Public Information Meeting on the Preparation of a Draft Master Plan and Draft Environmental Impact Statement for Green Lakes State Park

Onondaga County - The New York State Office of Parks, Recreation and Historic Preservation (NYS OPRHP) Central Region will be holding a public information meeting regarding the preparation of a Draft Master Plan and Draft Environmental Impact Statement for Green Lakes State Park. State Parks encourages the public to participate in the planning efforts for Green Lakes State Park and welcomes all comments and suggestions. The Public Information Meeting will be held on July 7, 2009 at 7:00 p.m., in the cafeteria of the Pine Grove Middle School, 407 Fremont Road, East Syracuse, New York. State Parks' staff will make a brief presentation about the master planning process and the park. They will also be available to answer questions and receive public comments. Written comments will be accepted until August 7, 2009.

Negative Declaration

Cayuga County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Rolling Hills Pond Renewal and Expansion will not have a significant adverse environmental impact. The action involves the renewal of Mined Land Permit and modification to include a 12.55 acre expansion of their Life-of-Mine, for a total of 24.4 acres, on a 100.66 acre parcel of land owned by the applicant, Grant Perry. The project is located on Chatfield Road approximately three miles southwest of the Village of Elbridge in the Town of Sennett, New York.

Chenango County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Drilling Permit Application for Nornew, Inc. Proposed Beckwith, S. 2H Natural Gas Well will not have a significant adverse environmental impact. The action involves the drilling of a natural gas well within Chenango County Agricultural District #03. Drilling operations will be conducted in accordance with the drilling permit issued and rules and regulations of the NYS DEC. The total area proposed to be disturbed during the initial construction phase for the well site and access road is 153,775 square feet or approximately 3.53 acres. After the well has been drilled, it will be put into production or plugged and abandoned. The well pad and access road areas for a producing well will be reduced to 31,200 square feet or approximately 0.72 acres and the remaining disturbed areas reclaimed. If the well is plugged and abandoned, the site will be reclaimed. The project is located approximately 1,582 feet north of Plymouth-North Norwich Road and 1,200 feet east of Morley Road in the Town of Plymouth, New York.

Proposed Hutchings, L. 1H Natural Gas Well will not have a significant adverse environmental impact. The action involves the drilling of a natural gas well within Chenango County Agricultural District #03. Drilling operations will be conducted in accordance with the drilling permit issued and rules and regulations of the NYS DEC. The total area proposed to be disturbed during the initial construction phase for the well site and access road is 124,875 square feet or approximately 2.86 acres. After the well has been drilled, it will be put into production or plugged and abandoned. The well pad and access road areas for a producing well will be reduced to 13,125 square feet or approximately 0.30 acres and the remaining disturbed areas reclaimed. If the well is plugged and abandoned, the site will be reclaimed. The project is located approximately 830 feet south of the Plymouth/Smyrna Town line and 680 feet west of County Road 21 in the Town of Plymouth, New York.

Oswego County - The Town of Scriba, as lead agency, has determined that the proposed Consolidated Water District Extension #5 will not have a significant adverse environmental impact. The action involves the installation of 14,000 feet of 8" water main. All main line work will be in the road rights-of-way. The project is located along Banjo Lane, Milea Beach Road, Joe Fultz Boulevard and Hibbert Shores in the Town of Scriba, New York.

Notice of Acceptance of Draft EIS and Public Hearing

Tompkins County - The Ithaca Landmarks Preservation Commission, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Former Ithaca Gas Works, Designated Local Landmark. A hard copy of the DEIS is available at the following locations: Department of Planning & Development, 108 East Green Street, Ithaca, NY and the Tompkins County Public Library, 101 East Green Street, Ithaca, NY. The online version of the DEIS is available at the following publicly accessible web site: www.cityofithaca.org under "News". Written comments on the Draft EIS will be accepted until July 27, 2009.

The action involves the demolition of a designated local landmark. The project is located at the northeast corner of West Court Street and North Plain Street in Ithaca, New York.
