Availability of Remedial Action Work Plan and Decision Document for Comment

Saratoga - Lake Avenue Former Manufactured Gas Plant Site No. V00475

Project Location:
60 Lake Avenue, City of Saratoga Springs, Saratoga County

Project Description: The Saratoga-Lake Avenue Former Manufactured Gas Plant Site is a 1 acre site and the current location of the Saratoga Springs Central Fire House, between Lake Avenue and Short Alley, Hodgeman and Henry Streets. Approximately one fifth of the site is covered by asphalt, with the rest equally covered by grass and the fire house. It is also the location of a former manufactured gas plant (MGP), for which there still remains the foundation of a 32,000 cubic foot gas holder under the parking lot. Waste associated with the former MGP operations, commonly referred to as dense, nonaqueous phase liquids (DNAPL) has been identified and is present only within the gas holder. There are also subsurface soil impacts from polycyclic aromatic hydrocarbons (PAHs) within the former gas works building footprint, mostly at depth.

A Conceptual Remedial Action Work Plan was been developed that includes the following remedial activities:

• on-site source areas of DNAPL (gas holder) will be excavated and treated off-site;
• all excavated areas will be backfilled with clean fill;
• a site management plan will be developed to protect future site workers and residents from any possible future exposures to untreated subsurface soil remaining on site.
• following remediation, institutional controls in the form of deed restrictions will be implemented to require compliance with the approved site management plan and to prevent the use of groundwater beneath the site as a source of potable or process water without necessary water quality treatment; and,
• annual certification by the property owner that the institutional controls and engineering controls put in place are still in place, have not been altered, and are still effective.

The Conceptual Remedial Action Work Plan is available for public review at the New York State Department of Environmental Conservation (NYS DEC) Albany office; please call R. Scott Deyette at (518) 402-9662 for an appointment. It is also available for review at the Saratoga Springs Public Library located at 49 Henry Street in Saratoga Springs. Written comments may be submitted to R. Scott Deyette at the address given below for 30 days following the date of this notice. No formal response to comments received is anticipated but, as a result of the comments, the Department may re-evaluate and revise the work plan.

Project Title: Omnipoint Communications, Inc. d/b/a T-Mobile

Project Description: The project is a subdivision into sites involving the lease of a 100 foot x 100 foot parcel to Omnipoint Communications, Inc. and the construction of a new 80 foot tall telecommunications tower on the leased parcel. The tower will have 3 panel antennas centered at 78 feet on the tower and a 5 foot high lightning rod attached to the top of the tower. The overall height of the proposed tower with the lightning rod will be 85 feet. Simulated tree branches and panel antenna sleeves will be employed to reduce the discernibility of the structure from public viewpoints. The applicant also proposes a fenced-in equipment compound which houses three equipment cabinets and a back up generator. An electric transformer and telephone cable cabinet will be located outside the compound. The site is located on the west side of Charlie Hill Road in the Town of Schroon Lake, Essex County. Access to the tower location will be a proposed 8 foot wide access drive. An overhead utility pole will bring utilities to the parcel; these will be then underground and extended along the proposed access drive to the leased parcel.

Project Description: The action involves installation of a structure greater than 40 feet in height. The applicant proposes installation of a wind-powered turbine to generate electricity to provide power to an existing single-family dwelling. The proposed tower is a 105 foot tall, guyed, 7 ± inch diameter tubular pole, with turbine blades that are 18 feet in diameter. The maximum height of the tower and blades is 115 feet.


Negative Declaration

Clinton County - The Town of Plattsburgh Planning Board, as lead agency, has determined that the proposed Layman Subdivision 2008 will not have a significant adverse environmental impact. The action involves the approval for one new 6.24 acre, single family residential parcel and reapproval of a 1.5 acre lake front parcel previously developed with a single family residence. An on site individual sewage treatment system approved by the County Health Department will be constructed on the new parcel. Public water is available. The parcel is located on Lake Champlain substantially contiguous to a National Historic Landmark. The project is located on Sunnyside Road in the Town of Plattsburgh, New York.

The action involves the development of one new 1.01 acre lake front, single family residential parcel which will be seperated from a 3.31 acre parcel previously developed with a single family residence. An existing 12 foot access driveway will be widened with 12 feet of gravel material and a turn around sufficient for emergency vehicles will also be constructed. The new site will be served with an on site individual sewage treatment system approved by the County Health Department. Public water is available. The parcel is located on Lake Champlain substantially contiguous to a National Historic Landmark. The project is located on Lighthouse Point Road in the Town of Plattsburgh, New York.

Clinton County - The Town of Plattsburgh Planning Board, as lead agency, has determined that the proposed Schuler Site Plan Amendment 2009 will not have a significant adverse environmental impact. The action involves the construction of a 57,750 square foot manufacturing facility to produce tile flooring accessory products on a 49.1 acre industrial campus located in an industrial district. The new facility's waste water will tie into the site's existing on-site system. Public water is available. An existing internal driveway will provide access to the new manufacturing facility. All material excavated for construction will be stockpiled on-site for future use. The development will utilize and add to existing stormwater management facilities. The project is located on Pleasant Ridge Road in the Town of Plattsburgh, New York.

Essex County - The Town of Chesterfield, as lead agency, has determined that the proposed Port Kent Water System Improvement will not have a significant adverse environmental impact. The action involves the improvements to the Port Kent Water System surface water system infrastructure to include two 700 linear feet of 8" DIP intake structures in Lake Champlain, 1 pump station, 1 raw water control building, 5,030 linear feet 8" DIP raw water transmission main, one - 40 foot x 60 foot water filtration plant, open sand filter with groundwater discharge for filter backwash disposal, land easements. The project is located on NYS Route 373, South Street, Second Street and Lake Street in the Town of Chesterfield, New York.
