Negative Declaration

Greene County - The Town of Catskill Planning Board, as lead agency, has determined that the proposed Kaaterskill Manor Senior Housing Center Revised Site Plan Approval will not have a significant adverse environmental impact. The action involves the consideration and approval of a site plan modification for the development of a 3 story, 21 unit senior housing center with associated parking and stormwater management facilities. The original site plan was approved on February 27, 2008. At the request of the applicant, the Planning Board is now considering a modification to the previously approved site plan. The revisions are due solely to changes in the stormwater management system. The project is located on Sunrise Avenue, behind the Greene Medical Arts Building and the Columbia-Greene Long Term Care Building in the Town of Catskill, New York.

Conditioned Negative Declaration

Rensselaer County - The Town Board of the Town of Poestenkill, as lead agency, has determined that the proposed Re-zoning February 27, 2009 Application of Rifenburg Construction, Inc. will not have a significant adverse environmental impact provided specific conditions are met. There will be a 30 day public comment period commencing with the date of this notice.

The action involves the proposed re-zoning of 17 acres of land owned by Paul Dzembo from RA (Residential Agricultural) to NP (Natural Products) so as to allow for gravel extraction through the extension of an existing New York State Department of Environmental Conservation mining permit for a 6.4 acre mine site. Per the applicant, the current re-zoning would only serve to enable completion of mining operations already conducted on this acreage and is necessary for completion of an already issued NYS DEC reclamation plan for the overall life of mine area of 23.4 acres. The project is located south of Dater Hill Raod and west of NYS Route 351 in the Town of Poestenkill, New York.

The conditions are: Posting of a performance bond by the applicant for the maintenance of Dater Hill Road (excluding snow plowing and sanding) throughout the duration of mining activities and the rebuilding of said road to Town Highway Department standards thereafter. Continuance of the existing NYS DEC permit condition that mining shall not occur lower that five feet above the maximum annual water table elevation. Establishment of the lower vertical boundary of the NP zone as a horizontal plane no lower that 5 feet above the maximum water table.
