Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) and permittee requested modification to the State Pollutant Discharge Elimination System (SPDES) Permit (NY 000 0400), pursuant to 6 NYCRR Part 750-1.18, New York State's Environmental Benefit Permit Strategy (EBPS).

Life Technologies Corporation is a wastewater treatment plant located in the Town of Grand Island. The facility handles pharmaceutical process wastewater, cooling tower and boiler blowdown, and sanitary wastewater. The wastewater treatment consists of 2 aerated lagoons with 44F fine bubble membrane diffuser system in series, filtration, dissolved air flotation and UV disinfection. The facility has surface discharge into an unnamed tributary to Big Six Mile Creek, a class D water.

This proposed modification will cover the permittee requested modification to increase the daily maximum design flow from 0.072mgd to 0.14mgd at Outfall 001 and the EBPS DIM at Outfall 001. For the proposed expansion, a set of draft permit limits (technology based effluent limits, water quality based effluent limits and whole effluent toxicity action levels) have been included. These draft permit limits shall be met when the proposed wastewater treatment facility is in operation. The schedule of compliance requires submittal of an engineering report, plans and specifications for review and approval for the design of a wastewater treatment facility. Two water flow diagrams, one for the updated current operation and one for the proposed operation, are also included.
