Project Description:

The New York State Department of Environmental Conservation has received a request from the permittee to modify State Pollutant Discharge Elimination System (SPDES) # NY 003 5742.

The Chemung County Elmira Sewer District Wastewater Treatment Plant has a design flow of 12.0 mgd and involves surface discharge of treated sanitary waste into the Chemung River, a class C water. The following changes to the permit are proposed: Latitude and longitude coordinates were updated. Outfall 003 was deleted. Sampling on parameters was changed. High Intensity Monitoring program was completed by the permittee and the page was deleted. Whole Effluent Toxicity Testing paragraph #1 updated. References to SSO outfalls were removed in the Mercury Minimization Plan.

The applicant proposes the replacement of a 16' wide by 6' high by 28' long culvert with a new 20' wide by 6.5' high by 5' long concrete culvert. Project Description:

The applicant proposes to reconstruct two agricultural drainage ditches for agricultural purposes within the 100-foot adjacent area of Freshwater Wetland Nos. OG-6 (Class 2) and OG-16 (Class 3). The project is located generally in the southeast of the intersection of Widger and Whittier Roads. A total of 2,450 feet of ditch (850 feet in one location and 1600 feet in another) will be cleared and excavated to a width of 8 feet and depth of at least 3 feet. Excavated materials totalling about 2,200 cubic yards will be spread evenly within adjacent agricultural fields to a depth of about 4 inches.
