Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY 010 6542), pursuant to 6 NYCRR Part 750-1.18, New York State's Environmental Benefit Permit Strategy (EBPS).

The facility is an ash disposal site that discharges one to three batches per year of treated leachate. The treatment consists of an ash pond - metal precipitation by addition of lime and pH adjustment by addition of muriatic acid. The maximum design flow is 192,000 gpd into Page Brook, a class C water. The following changes to the permit are proposed at Outfall 001:

- Nickel, Total Recoverable, has been revised.
- The action level for boron has been increased.
- The action level for flouride has been decreased.
- Phenolic, total, has been added as an action level parameter.

Chesapeake Bay Nutrient Requirements have been added. Best Management Practices plan has been added. Submittal of mercury sampling resuts from outfalls has been added.

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

Stream restoration project approximately 2,500 feet along Sixmile Creek between the NYS Route 79 Bridge and Creamery Road. This project is intended to provide channel bed stabilization to reduce the rate of incision and promote protection of the existing artesian aquifer used as a primary drinking water supply for the hamlet of Slaterville Springs. Additional secondary project objectives include reducing erosion along critical streambanks in the reach, and providing improved habitat for fish and invertebrates within the stream channel.
