Project Description: The project is the construction of an 80 foot tall communications transmission tower with whip and yagi antennas on it. The tower will be located on a 150 foot x 150 foot lot located on the top of Panther Mountain in the Town of Fine, St. Lawrence County. The overall height of the tower with antennas will be 98 feet because several whip antennas will extend about 18 feet above the top of the tower. An existing building on site will house the equipment of tower lessees. The site has been used for communications transmissions in the past; a tower on the site structurally failed about 10 years ago.


Negative Declaration

Jefferson County - The Town Board of the Town Alexandria, as lead agency, has determined that the proposed Town of Alexandria Amendment to Zoning Ordinance will not have a significant adverse environmental impact. The action involves the amendment to Zoning Ordinance to regulate the height and setbacks for fences constructed within the Town adjacent to or near property lines. The project is located throughout the Town of Alexandria, New York.

Negative Declaration and Public Hearing

St. Lawrence County - The Adirondack Park Agency, as lead agency, has determined that the proposed State Land Classificaiton 2009-02 will not have a significant adverse environmental impact. The action involves the proposed classification and reclassification of State lands and waters in the vicinity of Lows Lake and the Five Ponds Wilderness Area in St. Lawrence and Hamilton Counties within the Adirondack Park. The action involves five State land classification proposals that include recently acquired State lands and the lake bed and waters of Lows Lake, totaling approximately 4,384 acres, to Wilderness. This action also involves four State land reclassifications proposals, totaling an estimated 8,161 acres, from Primitive to Wilderness. Total acreage involved in the proposal is approximately 12,545 acres. One additional alternative under consideration would include the proposed classification of the lake bed and waters of Bog Lake, with an estimated area of 221 acres, to Wilderness. This action only involves the classification and reclassification of State lands according to the provisions of the Adirondack Park State Land Master Plan.

Notice of Acceptance of Supplemental Draft EIS and Public Hearing

Herkimer County - The Town of Fairfield Town Board, as lead agency, has accepted a Supplemental Draft Environmental Impact Statement on the proposed Hardscrabble (formerly Topnotch) Wind Power Project. A public hearing on the Supplemental Draft EIS will be held on June 30, 2009 at 7:00 p.m. at the Town of Fairfield Town Hall, Hardscrabble Road, Fairfield, New York. Written comments on the Supplemental Draft EIS will be accepted by the LA Group PC, 40 Long Alley, Saratoga Springs, NY 12866 until the close of business on July 24, 2009.

The action involves the proposal by Atlantic Wind LLC, a subsidiary of Iberdrola Renewables, Inc. to develop a wind powered generating facility of up to 74 megawatts (MW) in the Towns of Fairfield, Norway, and Little Falls that is anticipated to include approximately 37 wind turbines, each with a generating capacity of 2.0 megawatts, with 25 turbines in the Town of Fairfield, and 12 turbines in the Town of Norway, while the Town of Little Falls will include the interconnection facility.

Each wind turbine will include a 90 meter (295 foot) diameter, three bladed rotor mounted on a 100 meter (328 foot) tall tubular steel tower with a maximum blade tip height of 476 feet above existing grade. In addition to the wind turbines, the project will involve construction of 2 permanent 77 meter meteorological towers, a system of gravel access roads, buried and above-ground electrical interconnect, an interconnection facility (collection substation and interconnection station) to be built adjacent to an existing 115 kilovolt (kV) transmission line, and an operations and maintenance building. The project is located north of the Mohawk River and south of the Adirondack Park. The project will be on leased private land, totaling approximately 6,550 acres on 43 separate parcels, approximately 1 mile north of the Village of Little Falls, 3 miles east of the Village of Middleville, 2.3 miles southeast of the Hamlet of Norway and 3.3 miles west of the Village of Salisbury (as measured from the closest proposed turbine), New York.
