Negative Declaration

Oneida County - The New York State University Construction Fund (NYS UCF), as lead agency, has determined that the proposed State University of New York (SUNY) Institute of Technology (IT) Utica-Rome: Field Hose and Athletic Fields will not have a significant adverse environmental impact. The action involves the construction of a new 67,000 square foot field house complex with assembly space for 3,500 people, an indoor practice facility for a variety of sports, a three-lane indoor walking/jogging track, a fitness center, training facility and locker rooms; a new synthetic turf field with lighting for evening events; and a relocated baseball field on the existing SUNY IT campus. The project site is currently developed as baseball and softball fields.

The new synthetic turf multipurpose field will be connected to the east side of the field house. A 500 seat bleachers and press box will be integrated with the field house. This field will have a perimeter fence and fencing in other areas to control spectators and protect the field. The project also includes lighting and sound.

The construction of the field house and synthetic turf field displaces the existing baseball field, therefore, this project includes the reconstruction of one baseball field in the eastern portion of the site. The existing softball field will not have to be relocated. The project is located in the core of the SUNY IT Campus at 12 Horatio Street in Utica, New York. The campus Loop Road encompasses the site to the north and east, while the existing service drive borders the west. The new field house will be located at the western side of the site along the service road.
