Project Description:

The Department has received an application from Wegmans Food Markets Inc to modify its current Air State Facility Permit for its Wegmans Bakery Facility, to include authorization for operation of two natural gas fired boilers, upgraded recently to a heat input capacity of 12.6 million BTU per hour each. The Wegmans Bakery Facility produces baked products for distribution to retail food stores. Emission sources at this facility include four natural gas fired baking ovens in addition to the two boilers.
The Wegmans Bakery Facility will be subject to 40 CFR 60 Subpart Dc for boilers with an input capacity greater than 10 million BTU per hour. Fuel use and fuel certification shall be submitted on a semi-annual basis.
In addition, Wegmans Food Markets will continue to restrict facility-wide emissions of volatile organic compounds (VOC) to less than the 50 ton per year applicability threshold in 6 NYCRR Part 201-6 (Title V), and Part 212.10 VOC Reasonably Available Control Technology (RACT) regulations. A 50 ton per year VOC emissions limit was also part of the original Air State Facility Permit issued November 22, 1999. Facility VOC emissions are almost entirely ethanol from yeast fermentation of sugars, evaporated from the various baked products during the baking process, and are dependent on the mix of products and overall production.
In response, the Department has generated a Draft Permit restricting VOC emissions to less than 50 tons during any 12 month period. Production data shall be recorded, and calculations of monthly VOC emissions and 12-month rolling totals of emissions will be required to verify compliance. These records are to be maintained for a minimum of five years, and must be made available with all supporting data to Department inspectors upon request.

The Town of Erwin proposes to extend the Water Supply and distribution system of the Morningside Heights Water District #1, into it's Coopers Plains Long Acres Extension to take for use therein a supply of water estimated to average 145,150 gallons per day from the Town of Erwin's groundwater supply project includes the installation of 17,000 linear feel of 12-inch and 16,000 linear feet of 8-inch water main and appurtenances to serve approximately 155 residences, 161 mobile homes and 7 multi-family residences, and 32 commercial facilities and future development in the Hamlet of Coopers Plains- Long Acres. Applicant proposes to have installed on his property a 18" diameter bypass pipe from NYS FWW SO-38 (II) to a downstream receiving stream to address drainage problems on active agricultural lands upstream near Decker Road. The upstream end of the pipe will be installed within the wetland with beaver blockage prevention measures, run through the 100 foot adjacent area, and discharge to the existing downstream water course approximately 330 feet away. The Department has made a tentative decision to issue a modification to the SPDES permit for the Ontario Town Municipal wastewater treatment plant which discharges treated sanitary effluent to Bear Creek (which flows in to Lake Ontario) at an average rate of 1 million gallons per day. The modification includes an interim total copper limit of 0.04 mg/L and a compliance schedule for achievement of the current copper limit of 0.013 mg/L.
