Project Description:

The applicant proposes to demolish two existing dwellings and accessory structures and construct a new single family dwelling with porches and decks, septic system, pool, patio, pool house and driveway. An existing tennis court is to remain. Some of the existing structures to be removed and a portion of the proposed new structures are located within the 100 foot adjacent area of a NYS regulated freshwater wetland (FWW# SI-1). The driveway will be located within 25 feet of the freshwater wetland boundary and the house (porch) within 75 feet of the boundary. The proposed pool and pool house will be located within 85 feet and 72 feet of the freshwater wetland boundary, respectively. The project is located at 80 & 88 Meadowmere Lane, Southampton, Town of Southampton, SCTM# 0904-12-03-27 & 28.1.

State Environmental Quality Review (SEQR) Determination:

Project is not subject to SEQR because it is a Type II action.

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The NYSDEC proposes to fill and restore breaches in the Fire Island barrier island following coastal storms. In the event of a breach, the NYSDEC shall be prepared to use up to 100,000 cubic yards of compatible sand to close it within 72 hours. Experience has demonstrated that protracted delay in closing breaches can result in significant damages and additional costs for closure. Closing breaches as rapidly as possible minimizes both costs and further damage. The sand will be obtained from upland sources, overwash deltas, existing channel dredge operations, and from offshore borrow areas. The project area is on Fire Island, from the Fire Island Inlet, extending east past Shinnecock Inlet to Halsey Neck Lane in Southampton, ocean side to bay side, in the Towns of Babylon, Islip, Brookhaven, and Southampton.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.
