Project Description:

Applicant proposes, through NRCS wetland reserve program, to enhance for migratory birds a 1.5 acre area of class 2 state-protected wetland HA-4 by installing 1000 feet of low berms for flooding to 6 inches, as well as installation of 50' by 100' pothole to 18 inch depth for wood duck habitat. Site is between River road and State Highway 12B, west of Chanango River, 2km north of Nower Road.

Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) and renewal to the State Pollutant Discharge Elimination System (SPDES) Permit (NY 002 1539), pursuant to 6 NYCRR Part 750-1.18, New York State's Environmental Benefit Permit Strategy (EBPS).
The facility is a wastewater treatment plant that has a design flow of 1.3 mgd. The type of treatment consists of two aeration tanks with fine bubble diffused aeration system and three circular clarifiers. Disinfection is with sodium hypochlorite in chlorine contact tank. Ferric chloride is added to the aeration tank effluent for phosphorus removal. For sludge handling there is a sludge holding tank and belt press. The following changes to the permit are proposed: The design flow has increased from 0.8 mgd to 1.3 mgd. The ammonia limit for summer has been reduced. A new winter ammonia limit has been added. The ultimate oxygen demand limit for summer has been reduced. A new concentration based effluent limit has been added. The mass limit has been revised. Interim phosphorus monitoring with a final limit that permanently takes effect after the actual annual average flow exceeds 1.0 mgd has been added. The water quality based effluent limit for total residual chlorine has been increased. Mass limits for biochemcial oxygen demand and total suspended solids have been increased. Stormwater Pollution Prevention Plan requirements and Mercury Minimization Program have been added. The monitoring frequency for all parameters has been increased once the actual annual average flow exceeds 1.0 mgd. Short Term Mercury sampling has been added to the schedule of compliance. The facility has surface discharge into Chittenango Creek, a class C(T) water.
