Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY 002 9271), pursuant to 6 NYCRR Part 750-1.18, New York State's Environmental Benefit Permit Strategy (EBPS). The facility is a water pollution control plant with a maximum flow design of 1.0 mgd. Treatment consists of bar screen, grinder, wet well, two aeration tanks, two clarifiers and chlorine contact chamber. Sludge is pumped to the plate and frame press where it is pressed and hauled to the Delaware Co. Compost Facility. Surface discharge is to the Susquehanna River, a class B water. The following changes to the permit are proposed: Permittee and facility information has been updated. Toxicity class has been changed to T. Daily maximum (DM) monitoring for flow has been added. Monitoring frequencies for parameters have been changed. Monitoring monthly average and DM for parameters have been added due to nutrient reduction requirement for Chesapeake Bay Watershed. DM limit for temperature has been added. Action level for cyanide, total has been added. DM limit for PCB-1242 & 1248 has been added. Whole Effluent Toxicity Testing, Discharge Notification Requirement, and Mercury and PCB Minimization programs have been added. Schedule of Compliance has been updated. Disinfection season extended by 1 month.

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant proposes to modify its current SPDES permit by expanding its Wastewater Treatment Plant's permitted daily flow from 9,200 Gallons per Day (GPD) to 18,000 GPD. The proposed modifications have also been designed to bring the the facility into compliance with regard to the effluent limitation of 1.5 mg/l for ammonia required by the New York City Watershed Rules and Regulations.

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
