Proposed Adjacent Area disturbances include stormwater features, re-alignment of the town highway Beaver Dam Road further from the wetland, and construction of a new agricultural building adjacent to an existing barn in a previously disturbed area. No disturbance to the wetland is proposed.

Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY 014 8849), pursuant to 6 NYCRR Part 750-1.18, New York State's Environmental Benefit Permit Strategy (EBPS). This facility is a Central Hudson Gas and Electric maintenance facility. The wastewater consists of oil water separator, stormwater, water softner backwash, and boiler blowdown water. The facility has surface discharge into the Swarte Kill, a class B water. The following changes are proposed to the permit: Permit pages and conditions have been updated to reflect current department guidance, format and nomenclature. Names and addresses of the facility and the permittee have been updated. A Stormwater Pollution Prevention Plan has been added, along with a requirement to conduct stormwater sampling and analysis. No changes have been made to the effluent limits.

Project Description:

The applicant proposes to fill and grade a portion of the 100 foot adjacent area of Freshwater Wetland D-20 (Class III) in order to relocate a stormwater basin at the Knob Hill Subdivision on Upper Shad Road. The subdivision, including the stormwater basin to be relocated, was originally authorized under DEC Permit #3-5546-00037/00001 (permit issued 12/20/01). The total area of disturbance to the adjacent area of the wetland is 0.07 acre; no disturbance to the wetland is proposed. The existing basin will be regraded and revegetated upon completion of the relocated basin. Native wetland species will be planted in the area of the new basin as mitigation. The project is located on the north side of Joshua Hobby Lane in the Town of Pound Ridge, Westchester County.
