Notice of Acceptance of Draft SEIS and Public Hearing

Richmond County (Staten Island) - The New York City Department of Parks and Recreation (NYC DPR), as lead agency, has accepted a Draft Supplemental Environmental Impact Statement on the proposed Fresh Kills Park East Park Roads. A public hearing on the Draft SEIS will be held on June 22, 2009 at 7:00 p.m. at the Wagner College, Spiro Hall 2, 631 Howard Avenue, Staten Island, NY 10301. Written comments on the Draft SEIS will be accepted until July 24, 2009. A hard copy of the DSEIS will be available on June 8, 2009 at the following locations: NYC DPR, The Arsenal, Central Park, 830 Fifth Avenue, New York, NY 10065. The following Staten Island branches of the New York Public Library: St. George, Dongan Hills, Great Kills, Huguenot Park, New Dorp, Port Richmond, Richmondtown, South Beach, Stapleton, Todt-Hill-Westerleigh, Tottenville, and West New Brighton. The online version of the DSEIS will be available on June 8, 2009 at the following publically accessible web site: http://www.nycgovparks.org/sub_your_park/fresh_kills_park/html/fresh_kills_park.html.

The action involves the preparation of a Supplemental Environmental Impact Statement (SEIS) that focuses on the proposed East Park roads for the purposes of providing a targeted and detailed analysis of the proposed East Park roads, as well as for providing an examination of alternatives. Since these segments of the proposed roads require a number of critical discretionary approvals from state and federal agencies, it is intended that the Draft SEIS address the environmental issues and concerns of these agencies through a coordinated environmental review under the direction of NYC DPR. The project is bounded by Richmond Avenue, Arthur Kill Road and the Arthur Kill in Staten Island, New York.
