Project Description:

The Department has made a tentative determination to approve the application for a permit to construct, operate and maintain a 200,000 gallon per day sewage treatment plant (STP) and collection system in the newly established Brookhaven Sewer District #2. The sewage treatment plant (STP) is to serve the sewage disposal needs of the existing and proposed buildings owned by various entities of the Brookhaven Technology Center (a/k/a Brookhaven R & D Park). The STP will be owned and operated by the Town of Brookhaven. The sewer district is located south of the Long Island Expressway, east of the William Floyd Parkway and north of the Long Island Rail Road tracks inYaphank, Brookhaven Town, Suffolk County. The area is designated as Light Industrial (LI) under the Town of Brookhaven Building Code. The STP is proposed in the middle section of the property. All sewage flow generated by existing and future commercial buildings in this sewer district will be collected in the existing sanitary sewer system and treated in the proposed STP. Groundwater elevation in the vicinity of the site is approximately 42 feet above mean sea level. There are no public water supply wells within 3,000 feet of the project site. The site is located within an area designated as a sole source aquifer. Water mains owned by Suffolk County Water Authority serve the existing buildings located within Sewer District #2. As a tentative determination, the Department seeks comments on the proposed STP prior to final decision on issuance. As such, this tentative determination does not signify department approval for, or endorsement of, the activity for which a permit is sought but indicates that the discharge is considered to satisfy regulatory standards under Article 17 of the Environmental Conservation Law. A copy of the draft State Pollutant Discharge Elimination System (SPDES) permit and fact sheet are available for review at the Region 1 Stony Brook office. Refer to the application number listed above and SPDES# NY0277827.
