Queens County (Queens) - The New York City Department of Environmental Protection, as lead agency, has determined that the proposed Beach 42nd Street Outfall Project will not have a significant adverse environmental impact. The action involves a proposal by New York City Department of Design and Construction (NYC DDC), on behalf of the New York City Department of Environmental Protection (NYC DEP), to install a new storm sewer outfall serving the Edgemere section of Queens. The proposed outfall would extend along an unbuilt section of Beach 42nd Street from Beach Channel Drive north to the Norton Basin within a 40 foot wide NYC DEP sewer easement. The project also includes in-kind tidal wetland restoration on-site, off-site restoration, and the reconstruction of a New York City Housing Authority (NYC HA) parking lot which lies within the project area easement and would be affected by the proposed construction. The project is located at Beach 42nd Street and Beach Channel Drive in Edgemere, Queens, New York.

Notice of Acceptance of Draft EIS
New York County (Manhattan) - The New York City Planning Commission and the Metropolitan Transportation Authority, as co-lead agencies, have accepted a Draft Environmental Impact Statement on the proposed Western Rail Yard. The DEIS will be available at the Department of City Planning website: http://www.nyc.gov/html/dcp/html/env_review/eis.shtml or accessed via a link from the Metropolitan Transportation Authority website: http://www.mta.info. A CD-ROM copy of the DEIS can be made available upon request from the contact listed below.

The action involves several actions intended to facilitate development at three Manhattan project sites -- a proposed mixed-use development over the western section (Western Rail Yard) of the MTA-Long Island Rail Road John D. Caemmerer Yard, and affordable residential development at two "Additional Housing Sites." The mixed-use development at the Western Rail Yard site (Development Site) is expected to include commercial (retail and office or hotel) space, residential units (both market rate and affordable), a public school, open space, and accessory parking. The project is located at three sites - the Western Rail Yard, comprising approximately 13 acres bounded by Eleventh Avenue to the east, West 30th Street to the south, Twelfth Avenue to the west, and West 33rd Street to the north - as well as two city-owned "Additional Housing Sites": a site near Tenth Avenue and West 48th Street, and another at Ninth Avenue near West 54th Street. All sites are located within Community District 4, Manhattan, New York.
