Project Description:

The Department has made a tentative determination and, as required by federal regulation, has prepared a draft SPDES permit (SPDES# NY-0145734) for an application by Beaver Lake Estates, Ltd, to increase the design flow of its current permit from 35,000 gallons per day (gpd) to a proposed 140,000 gpd of treated sanitary waste. The treated sanitary waste would continue to be discharged into Tributary #3 (Class B-t) of Barnum Brook, also known as Beaver Lake Outlet. Beaver Lake Estates is a seasonal residential Planned Unit Development (PUD) consisting of 106 single-story residential units on 225 acres. They have applied to the Town of Thompson to allow each residential unit to construct a second story to accommodate a second, but separate, residential unit. The four-fold increase in the number of gallons in the discharge is to accommodate the seasonal peaks in usage that are sometimes twice the current average flow. Additionally, the Beaver Lake Estates would discontinue the current approved use of an "overland-flow" treatment process and instead install a treatment plant that fully treats the effluent before discharge to the receiving stream. The property is located at 189 Southwoods Drive, near Rose Valley Road, in the Town of Thompson, Sullivan County, NY.

Project Description:

Metro-North Commuter Railroad Company is proposing to extend the Ossining Ferry Dock an additional 30 feet west into the Hudson River (Water Index #: H portion, Class SB) and expand it for an increase in over-water coverage of 920 square feet.
The existing timber pier and gangway will be maintained and the section of the dock furthest from the shoreline will be removed along with its 16 supporting piles. Two prefabricated dock sections will be towed to the site and attached via an adjacent boat launch to 6 newly driven piles.

No further review in accordance with SHPA is required.
