Project Description:

The applicant proposes to construct shoreline structures and pier improvements in support of a proposed recyclables handling and recovery facility to be constructed and operated by Sims Municipal Recycling of New York LLC at Pier 29 of the South Brooklyn Marine Terminal, a fill pier located at the foot of 29th Street and Marginal Street at Gowanus Bay, Brooklyn, NY 11232. The work includes the following major elements: construction of a relieving platform approximately 850 feet long and 27 feet wide, construction of a mooring pier approximately 195 feet long and ten feet wide, addition of approximately two feet of clean fill to the pier to bring it to an elevation above the 100-year flood plain, and dredging of approximately 4.3 acres of bottom adjacent to and south of Pier 29, including removal of old pier debris and approximately 53,000 cubic feet of sediment.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

SEQR Lead Agency: NYC Dept of Sanitation

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Jun 12, 2009.

Project Description:

The applicant has applied for a NYSDEC General Permit for the maintenance of waterfront structures, or elements thereof, maintained by New York City Department of Transportation / Bureau of Bridges and Ferry Division. Work includes repair or in-place replacement of functional waterfront structure including piers, wharves, bulkheads, fender systems, stone revetments, bridge piers/decks, bridge/pier protection cells, and ferry landing structures.
