Negative Declaration

New York County (Manhattan) - The New York City Department of Small Business Services, as lead agency, has determined that the proposed Piers 92-94 MMPI Piers LLC, Trade Show Facility will not have a significant adverse environmental impact. The action involves the disposition of city owned property from the New York City Department of Small Business Services to MMPI Piers LLC, through a long term lease for renovation and redevelopment, to allow for the continued use of the facility for mid-sized trade shows.

The proposed project calls for renovation and reconfiguration of approximately 407,000 gross square feet of existing trade show and exhibition space. The developer would also control the 112,600 square foot of accessory parking area on the roof of Pier 92. The existing 292 space parking area may be reconfigured to include a mechanical room. The program would increase the exhibition floor space of the piers and the headhouse by approximately 112,000 gross square feet, of which 77,000 gross square feet would result from the addition of a second story to the existing headhouse at Pier 94. The headhouse would be altered to allow for the second floor, as well as a pavilion on the northern side which would be available for scheduled public uses several times a year. The pavilion would also be attached to a public amenity of approximately 1,500 square feet, with restrooms, a seating area, and a food vendor. The project, generally identified as Piers 92 and 94, is located along the Hudson River between West 52nd and West 55th Streets within Manhattan's Community District 4, New York.

Notice of Acceptance of Final EIS

Bronx County (Bronx) - The New York City Planning Commission, as lead agency, has accepted a Final Environmental Impact Statement on the proposed Lower Concourse Rezoning and Related Actions. The Final Environmental Impact Statement (FEIS) for the proposed action is available upon request from the Lead Agency and will also be made available for download at: http://www.nyc.gov/html/dcp/html/env_review/eis.shtml. The action involves the proposal by New York City Department of City Planning (NYC DCP), on behalf of the City Planning Commission, for zoning map and text amendments for an area encompassing approximately 30 blocks in the South Bronx. The proposed action would change the area's underlying zoning from manufacturing to mixed-use with residential and commercial uses, while preserving the existing light industrial uses in the area. The proposed zoning text amendments would include zoning text amendments to establish a Special Mixed-Use District (MX), modify food store regulations within the rezoning area and Bronx Community District 1, and establish the Inclusionary Housing program within the rezoning area. Text amendments are also proposed to establish a waterfront access plan and special district in the area located along the Harlem River waterfront between Exterior Street and the Harlem River, north of the prolongation of Park Avenue and south of East 149th Street. The proposed action is approximately 30 blocks in Community District 1 of the Bronx, New York and is generally bounded by East 149th Street and East 144th Street to the north, the Major Deegan Expressway and Park Avenue to the south, Morris and Lincoln Avenues to the east, and the Harlem River to the west.
