Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY 014 5696), pursuant to 6 NYCRR Part 750-1.18, New York State's Environmental Benefit Permit Strategy (EBPS).

The Mountain Dale Wastewater Treatment Plant system utilizes lagoons and an overland flow land application system, with disinfection and dechlorination. An average flow of 0.180 mgd to the creek is allowed from 3/1 to 12/1 of each year. Flows the rest of the year are stored in the lagoons. There are special conditions associated with the operation of the land application system. The facility has surface discharge into the Sandburg Creek, a class B(T) water. The following changes to the permit are proposed: An expansion and upgrade of the treatment, with a year-round discharge of 0.220 mgd and a change in treatment processes. It is proposed to convert the lagoon system into an extended aeration/activated sludge process with settling. Effluent limitations are incorporated into the permit for this future treatment plant. A water quality analysis has been conducted and the effluent limitations are reflective of that analysis. The permit contains limitations for ultimate oxygen demand, ammonia, chlorine residual and temperature. Whole Effluent Toxicity testing has been added using minnows and daphnia as test organisms, to monitor for potential adverse biological impacts. The modification includes several other minor reporting modifications.
