Project Description:

The Town of Erwin proposes to extend the Water Supply and distribution system of the Morningside Heights Water District #1, into it's Coopers Plains Long Acres Extension to take for use therein a supply of water estimated to average 145,150 gallons per day from the Town of Erwin's groundwater supply project includes the installation of 17,000 linear feel of 12-inch and 16,000 linear feet of 8-inch water main and appurtenances to serve approximately 155 residences, 161 mobile homes and 7 multi-family residences, and 32 commercial facilities and future development in the Hamlet of Coopers Plains- Long Acres. The project also includes a new storage tank and new chlorination facility. The file is available for review and comment at NYSDEC Region 8 Headquarters.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: Erwin Town Board

State Historic Preservation Act (SHPA) Determination:

A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than May 14, 2009.

Project Description:

The applicant proposes to dredge approximately 585 cubic yards of accumulated sediment, which is primarily sand. The dredging will occur adjacent to the existing Town of Ontario Bear Creek boat ramp to facilitate a barge delivery of 10 prefabricated containment structures for the nearby power plant. The dredge material will be used to construct a noise attenuation berm at the Town of Ontario Wastewater Treatment Plant site. The dredge material has been tested for contaminants and it has been determined that it is suitable for the proposed reuse.

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.
