Negative Declaration

Chautauqua County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Country Side Sand and Gravel Bull Pit Expansion will not have a significant adverse environmental impact. The action involves the a 22.1 acre addition to the existing permitted Bull Pit sand and gravel mine to expand the Life-of-Mine limits from 6.8 acres to 28.9 acres. The additional land consists of 2.9 acres owned by Donald Bull, and 19.2 owned by Country Side Sand and Gravel. Excavation into the groundwater water table is proposed on 12 acres of the project site. Final reclamation will be a 12 acre lake and the remainder to land suitable for agricultural purposes. Material processing will include use of a portable screen and/or crushing unit. The haulroad will be an existing driveway through Hanson Materials to State Route 60. The project is located north of US Route 20, east of State Route 60, southeast of the NYS Thruway/I-90, and west of Swamp Road, in the Town of Dunkirk, New York.

Allegany County - The Town of Wellsville, as lead agency, has determined that the proposed Wellsville Family Apartments will not have a significant adverse environmental impact. The action involves the construction of 28 units of family housing. There will be 12 - 1 bedroom units, 12 - 2 bedroom units and 4 - 3 bedroom units in four buildings with a Community Room. This is two story wood frame construction with on-site parking, meeting the zoning requirements. There is landscaping throughout the site and 6 foot sidewalks. Three units will be fully handicapped accessible and two will meet the needs of visually or hearing impaired. All units are visitable by wheelchair. Fenced playground area and trash enclosure will also be on-site. The project is located at the corner of Seneca Street and Howard Street in the Village of Wellsville, New York.
