Negative Declaration

Broome County - The Village of Johnson City Board of Trustees, as lead agency, has determined that the proposed Village of Johnson City Unified Comprehensive Plan will not have a significant adverse environmental impact. The action involves the proposed adoption of a Unified Comprehensive Plan for the Village of Johnson City that was prepared in cooperation with the Town of Union and the Village of Endicott. The Village of Johnson City is an Incorporated Village within the Town of Union. The plan is proposed to promote and protect the public health, safety, general welfare and historic integrity of the Village by establishing recommendation for regulations and standards to guide and control land development and land use. The plan does not change zoning or recommend or undertake specific development/construction projects. The project is located throughout the Village of Johnson City, New York.

Chenango County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Drilling Permit Application for Nornew, Inc. Proposed Cole, J. 1H Natural Gas Well will not have a significant adverse environmental impact. The action involves the drilling of a natural gas well within Chenango County Agricultural District #03. Drilling operations will be conducted in accordance with the drilling permit issued and rules and regulations of NYS DEC. The total area proposed to be disturbed during the initial construction phase for the well site and access road is 142,500 square feet or approximately 3.27 acres. After the well has been drilled, it will be put into production or plugged and abandoned. The well pad and access road areas for a producing well will be reduced to 23,700 square feet or approximately 0.54 acres and the remaining disturbed areas reclaimed. If the well is plugged and abandoned, the site will be reclaimed. The project is located approximately 1,030 feet west of Bisby Road and 2,070 feet north of NY State Route 80 in the Town of Smyrna, New York.

Proposed Ingerto, J. 2H Natural Gas Well will not have a significant adverse environmental impact. The action involves the drilling of a natural gas well within Chenango County Agricultural District #03. Drilling operations will be conducted in accordance with the drilling permit issued and rules and regulations of NYS DEC. The total area proposed to be disturbed during the initial construction phase for the well site and access road is 149,500 square feet or approximately 3.43 acres. After the well has been drilled, it will be put into production or plugged and abandoned. The well pad and access road areas for a producing well will be reduced to 24,525 square feet or approximately 0.56 acres and the remaining disturbed areas reclaimed. If the well is plugged and abandoned, the site will be reclaimed. The project is located approximately 1,730 feet west of County Road 20 and 1,250 feet south of Beaver Meadow Road in the Town of Smyrna, New York.

The action involves the drilling of a natural gas well within Chenango County Agricultural District #03. Drilling operations will be conducted in accordance with the drilling permit issued and rules and regulations of NYS DEC. The total area proposed to be disturbed during the initial construction phase for the well site and access road is 115,625 square feet or approximately 2.65 acres. After the well has been drilled, it will be put into production or plugged and abandoned. The well pad and access road areas for a producing well will be reduced to 7,525 square feet or approximately 0.17 acres and the remaining disturbed areas reclaimed. If the well is plugged and abandoned, the site will be reclaimed. The project is located approximately 3,750 feet west of C. Moore Road and 370 feet north of Beaver Meadow Road in the Town of Smyrna, New York.

The action involves the drilling of a natural gas well within Chenango County Agricultural District #03. Drilling operations will be conducted in accordance with the drilling permit issued and rules and regulations of NYS DEC. The total area proposed to be disturbed during the initial construction phase for the well site and access road is 170,000 square feet or approximately 3.90 acres. After the well has been drilled, it will be put into production or plugged and abandoned. The well pad and access road areas for a producing well will be reduced to 38,700 square feet or approximately 0.88 acres and the remaining disturbed areas reclaimed. If the well is plugged and abandoned, the site will be reclaimed. The project is located approximately 2,500 feet west of the intersection of County Road 20 and County Road 21 in the Town of Smyrna, New York.

Proposed Turner, D. 4H Natural Gas Well will not have a significant adverse environmental impact. The action involves the drilling of a natural gas well within Chenango County Agricultural District #03. Drilling operations will be conducted in accordance with the drilling permit issued and rules and regulations of NYS DEC. The total area proposed to be disturbed during the initial construction phase for the well site and access road is 214,000 square feet or approximately 4.91 acres. After the well has been drilled, it will be put into production or plugged and abandoned. The well pad and access road areas for a producing well will be reduced to 76,200 square feet or approximately 1.75 acres and the remaining disturbed areas reclaimed. If the well is plugged and abandoned, the site will be reclaimed. The project is located approximately 2,200 feet east of County Road 22 and 4,000 feet south of Thompson Hill Road in the Town of Smyrna, New York.

Proposed Beckwith, S. 1H Natural Gas Well will not have a significant adverse environmental impact. The action involves the drilling of a natural gas well within Chenango County Agricultural District #03. Drilling operations will be conducted in accordance with the drilling permit issued and rules and regulations of NYS DEC. The total area proposed to be disturbed during the initial construction phase for the well site and access road is 111,250 square feet or approximately 2.6 acres. After the well has been drilled, it will be put into production or plugged and abandoned. The well pad and access road areas for a producing well will be reduced to 4,950 square feet or approximately 0.11 acres and the remaining disturbed areas reclaimed. If the well is plugged and abandoned, the site will be reclaimed. The project is located approximately 270 feet east of County Road 21 and 2,100 feet north of Plymouth Norwich Road in the Town of Plymouth, New York.

Madison County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Drilling Permit Application for Nornew, Inc. Proposed Eaves, J. 2H Natural Gas Well will not have a significant adverse environmental impact. The action involves the drilling of a natural gas well within Madison County Agricultural District #08. Drilling operations will be conducted in accordance with the drilling permit issued and rules and regulations of NYS DEC. The total area proposed to be disturbed during the initial construction phase for the well site and access road is 113,750 square feet or approximately 2.61 acres. After the well has been drilled, it will be put into production or plugged and abandoned. The well pad and access road areas for a producing well will be reduced to 6,450 square feet or approximately 0.15 acres and the remaining disturbed areas reclaimed. If the well is plugged and abandoned, the site will be reclaimed. The project is located approximately 1,350 feet north of Lebanon Reservoir Road and 3,180 feet west of River Road in the Town of Lebanon, New York.

Madison County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Drilling Permit Application for Nornew, Inc. Proposed Joseph, J. 1H Natural Gas Well will not have a significant adverse environmental impact. The action involves the drilling of a natural gas well within Madison County Agricultural District #10. Drilling operations will be conducted in accordance with the drilling permit issued and rules and regulations of NYS DEC. The total area proposed to be disturbed during the initial construction phase for the well site and access road is 110,000 square feet or approximately 2.53 acres. After the well has been drilled, it will be put into production or plugged and abandoned. The well pad and access road areas for a producing well will be reduced to 4,200 square feet or approximately 0.10 acres and the remaining disturbed areas reclaimed. If the well is plugged and abandoned, the site will be reclaimed. The project is located approximately 340 feet north of Lebanon Center Road and 800 feet east of Bastian Road in the Town of Lebanon, New York.

Onondaga County - The Town of DeWitt, as lead agency, has determined that the proposed Kinne Road Bridge Rehabilitation will not have a significant adverse environmental impact. The action involves the replacement of the joints and bearings; repairing of isolated deteriorated portions of the concrete sub-structure; painting the steel girders; repairing the approach sidewalk; and replacement of a segment of damaged approach guiderail. The project is located on Kinne Road in the Town of DeWitt, New York.
