Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY 000 4189), pursuant to 6 NYCRR Part 750-1.18, New York State's Environmental Benefit Permit Strategy (EBPS).

Argo-Farma, Inc. is a yogurt manufacturing facility located in Chenango County that handles 79,000 gpd of process wastewater and 430,000 gpd of non-contact cooling water. The wastewater treatment consists of extended aeration, clarification and effluent mixed with non-contact cooling water. This facility has surface discharge into the Unadilla River, a class C water.

The following changes to the permit are proposed: For Outfall 001, Chesapeake Bay Action Levels, Monitoring, and Compliance Schedule have been added, and monitoring for ammonia and nitrite. Categorical effluent limits have now been appropriately applied to outfall 01A. Footnote 1 has been appended to require the geometric mean for fecal coliform. Based on water quality analysis an effluent limit for total residual chlorine and for dissolved oxygen have been added. The effluent limit for settleable solids at outfall 001 has been changed from daily average (DA) to daily maximum (DM). Monitoring for total phosphorus has been moved to the Chesapeake Bay Action Levels and Monitoring section. The monitoring locations page has been updated. The Discharge Notification Requirements have been placed under the Special Conditions section. For outfall 01A the reporting of minimum values for Flow and Settleable Solids has been removed and replaced with reporting of DA and DM for flow and DM for Settleable Solids. The modification also includes several other minor reporting modifications.

Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) and renewal to the State Pollutant Discharge Elimination System (SPDES) Permit (NY 002 1610), pursuant to 6 NYCRR Part 750-1.18, NYS's Environmental Benefit Permit Strategy (EBPS).

The Leroy R. Summerson Wastewater Treatment facility handles 13.1 mgd of treated wastewater in Cortland County. The wastewater treatment system consists of screening, primary clarifications, aeration and disinfection. Sludge management consists of sludge thickening, anaerobic digestions, filer press dewatering and landfill disposal. The facility has treated surface discharge into the Tioughnioga, a class B water.

The following changes to the permit are proposed: A requirement to perform mercury monitoring using EPA Method 1631 has been added. A Mercury Minimization Plan has been added. Some effluent limits have been changed in compliance with updated regulations. A monitoring page including the treatment plant flow diagram of the facility was included. References to Special Conditions (Part I) and General Conditions (Part II) were replaced with 6 NYCRR Part 750. An updated whole effluent toxicity page was included. The modification also includes several other minor administrative modifications.

Project Description:

This is an Environmental Benefit Permit Strategy (EBPS) Department Initiated Modification (DIM) of an existing State Pollutant Discharge Elimination System (SPDES) permit. Changes resulting from the EBPS permit review include: A new flow limit of 1.35 mgd has been placed in the permit. As a result of the increase in the flow limit, the Ammonia limit has been increased from 4.0 mg/l to 4.6 mg/l and the Total Chlorine Residual limit has been increased from 0.22 mg/l to 0.7 mg/l. A Short Term High Intensity Monitoring Program has been put in place for Copper and Bromoethane due to the detection of these parameters during permit sampling and to attain more data and see if discharge limits need to be added to the SPDES permit. Monitoring for Nitrite has been added to the permit per the Chesapeake Bay Watershed Strategy. Chesapeake Bay Action Levels and Monitoring for Total Nitrogen and Total Phosphorus has been included in the permit. A Schedule of Compliance regarding the Chesapeake Bay Watershed Strategy has been included in the permit.

Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a permit modification to Dominion Transmission Inc.. Dominion Transmission Inc.'s Borger Station is a compressor station on a natural gas pipeline consisting of three natural gas fired turbines. Dominion is proposing to add a new turbine and cease operation of Turbine 3 at the Borger Station facility. The new Turbine, designated Turbine 4, will comply with a federal standard limiting NOx to 25 ppmv, corrected to 15% O2.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below.
