Project Description:

A joint application has been submitted for a proposed renovation to the Wilson Elementary School Bus Garage and parking lot. The proposed activity includes the construction or reconstruction of school bus and car parking areas and a relocated fuel island within the 100' adjacent area of a New York State regulated class 2 freshwater wetland (A-5). No work will occur within the delineated wetland. The parking facilities will be created from imported run-of-crusher material and topped with asphalt pavement at the fuel island and car parking lot. The fuel island will have an above ground fuel tank with full secondary containment. All runoff from the parking and refueling areas will drain into a storm water retention pond before discharge to the adjacent area to the wetland.
The Department has made a tentative determination to modify the existing SPDES permit to include a new outfall for the discharge of up to 750 gallons per day of treated floor drain and bus wash blowdown to drainage tributary Ont 40-13, a class C tributary of Lake Ontario. The existing permit is for the discharge of 15,800 gallons per day of sanitary wastewater to an on-site septic tank/leach field system.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

State Historic Preservation Act (SHPA) Determination:

A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than May 15, 2009.
