Project Description:

The New York State Department of Environmental Conservation (DEC) is pursuing a Department Initiated Modification (DIM) and renewal to the State Pollutant Discharge Elimination System (SPDES) Permit (NY 000 6157), pursuant to 6 NYCRR Part 750-1.18, NYS's Environmental Benefit Permit Strategy (EBPS).

The Schweitzer-Mauduit Anacram Mill is a paper manufacturing facility that is located in Columbia County. The facility has a maximum flow rate of 1.2 mgd surface discharge into the Roeliff-Jansen Kill river, a class C(T) water.

The following changes to the permit are proposed: For Outfall 003 parameters have been added to short term high intensity monitoring program. Whole Effluent Toxicity testing has been added. Samples for Outfall 006 shall be taken immediately prior to discharge. The discharge notification requirement has been reviewed and replaced by a single paragraph. Water treatment chemical requirements have been added to the permit and industry best management practices have been updated.

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

The Department has prepared a draft permit and has made a tentative determination to issue a modification State Facility Permit for the construction and operation for the Getty Rensselaer terminal facility located at 49 Riverside Drive, City of Rensselaer, County of Rensselaer, owned by Getty Petroleum Marketing, Inc. The facility proposes to increase throughput limits and install and operate a new air pollution control device.
