Public Notice

Madison County has issued a Final Request For Proposals (RFP) dated April 2, 2009 to solicit proposals from companies that are interested in developing a facility in the County's Agriculture and Renewable Energy (ARE) Park that could utilize up to 438,000 therms per year of excess heat generated by a landfill gas to energy facility located in the Town of Lincoln at the county's landfill site on Buyea Road. Negative Declaration

Chenango County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Drilling Permit Application for Nornew, Inc. Proposed Whitehead, D. 1H Natural Gas Well Located within Chenango County Agricultural District #03 will not have a significant adverse environmental impact. The action involves the drilling of a natural gas well in Chenango County Agricultural District #03. Drilling operations will be conducted in accordance with the drilling permit issued and rules and regulations of NYS DEC. The total area proposed to be disturbed during the initial construction phase for the well site and access road is 114,500 square feet or approximately 2.63 acres. After the well has been drilled, it will be put into production or plugged and abandoned. The well pad and access road areas for a producing well will be reduced to 6,900 square feet or approximately 0.16 acres and the remaining disturbed areas reclaimed. If the well is plugged and abandoned, the site will be reclaimed. The project is located approximately 300 feet west of Davis Road and 450 feet north of State Route 80 in the Town of Smyrna, New York.

Proposed Parry, G. 1H Natural Gas Well Located within Chenango County Agricultural District #03 will not have a significant adverse environmental impact. The action involves the drilling of a natural gas well in Chenango County Agricultural District #03. Drilling operations will be conducted in accordance with the drilling permit issued and rules and regulations of NYS DEC. The total area proposed to be disturbed during the initial construction phase for the well site and access road is 118,750 square feet or approximately 2.73 acres. After the well has been drilled, it will be put into production or plugged and abandoned. The well pad and access road areas for a producing well will be reduced to 9,450 square feet or approximately 0.22 acres and the remaining disturbed areas reclaimed. If the well is plugged and abandoned, the site will be reclaimed. The project is located approximately 500 feet south of Howard Hill Road and 1,500 feet east of County Route 21 in the Town Smyrna, New York.

Proposed Corey, F. 3H Natural Gas Well Located within Chenango County Agricultural District #03 will not have a significant adverse environmental impact. The action involves the drilling of a natural gas well in Chenango County Agricultural District #03. Drilling operations will be conducted in accordance with the drilling permit issued and rules and regulations of the NYS DEC. The total area proposed to be disturbed during the initial construction phase for the well site and access road is 142,500 square feet or approximately 3.27 acres. After the well has been drilled, it will be put into production or plugged and abandoned. The well pad and access road areas for a producing well will be reduced to 23,700 square feet or approximately 0.54 acres and the remaining disturbed areas reclaimed. If the well is plugged and abandoned, the site will be reclaimed. The project is located approximately 1,500 feet west of County Road 22 and 1,800 feet south Merrit Field Road in the Town of Smyrna, New York.
