Negative Declaration

Dutchess County - The Town of Hyde Park Planning Board, as lead agency, has determined that the proposed Gilbert Farms Recreation Center - Reapplication will not have a significant adverse environmental impact. The action involves an application for Site Plan approval to develop a commercial recreation facility on a 77.13 ± acre site. The commercial Recreation center would include two 20,200 square feet of multi-use recreation buildings, an outdoor golf driving range, a practice pitching/putting green, one 18 hole miniature putt course, the conversion of an existing barn for use as storage, business office and retail sales office and related parking. The project is located 950 Violet Avenue in the Town of Hyde Park, New York.

Westchester County - The Village of Pelham Manor Village Board, as lead agency, has determined that the proposed Village of Pelham Manor B3 District Rezoning will not have a significant adverse environmental impact. The action involves the proposal to rezone the existing B3 Zoning District to B2. The intent of this rezoning is to further the Village's goal of creating a unified retail center. The proposed zoning amendment also includes some text revisions to the B2 Zoning District that will integrate approoriate permitted uses from the B3 District of the B2 District.

In addition, there are currently no mapped Industrial Districts within the Village. As such, this amendment also seeks to amend the zoning text to eliminate any reference to the former Industrial District, which is no longer in effect. The project is located in the B3 and B2 Zoning Districts in the Village of Pelham Manor, New York.

Notice of Acceptance of Draft EIS and Public Hearing

Dutchess County - The Town of Amenia Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Depot Hill Farm. Public hearings on the Draft EIS will be held on May 7, 2009 at 7:00 p.m. and on May 16 at 9:00 a.m at the Amenia Elementary School, Route 22, Amenia, New York. Written comments on the Draft EIS will be accepted until June 5, 2009. A hard copy of the DEIS is available at the Amenia Town Hall and the Amenia Library. The online version of the DEIS is available on the following publically accessible web site: www.ameniany.gov. The action involves the proposal by the applicant, Keane Stud LLC, for a residential cluster development on 481.44 acres consisting of 137 single family dwellings; a community garden; equestrian facilities (including indoor and outdoor riding arenas, associated barns and stables, a cross-country course, riding/hiking trails, and tack shop); refreshment café; thoroughbred stud farm; and hay fields.

The project site is located in the Rural Agricultural (RA) and Rural Residential (RR) Zoning Districts on the 2009 Town of Amenia Land Use and Development Overlay Districts Map. The project site is also subject to several additional land use controls including the Resort Overlay District (RDO), Scenic Protection Overlay District (SPO), Stream Corridor Overlay District (SCO) and the Aquifer Overlay District. Additionally, the project site is located in Dutchess County Agricultural District #21. The project is located on the north and south sides of Depot Hill Road in the Town of Amenia, New York.

Notice of Acceptance of Final GEIS

Orange County - The New Windsor Town Board, as lead agency, has accepted a Final Generic Environmental Impact Statement on the proposed Adoption of the New Windsor Comprehensive Plan. The action involves the adoption of a Comprehensive Plan. The current Comprehensive Plan is several decades old and the Town's existing land use regulations do not adequately address present challenges and trends. The Town desires to develop a vision for addressing future growth and update of land use regulations. The project is located throughout the Town of New Windsor, New York.
