Project Description:

The applicant proposes an increase in the average discharge from 90,000 to 117,000 gallons per day of treated process wastewater to Corbeau Creek, a Class D stream from an upgraded wastewater treatment plant at the applicant's research facility located at 641 Ridge Road, in the Town of Chazy. The applicant is upgrading the screens and biological treatment, removing the rapid sand filters and adding sludge stabilization. A modified draft permit has been developed which involves the flow increase and associated increases in effluent limits for Total Suspended Solids, and mass loading increases for CBOD, UOD, Ammonia and Total Kjedahl Nitrogen. The Department has made a tentative determination to issue a permit for a State Pollutant Discharge Elimination System (SPDES)permit under Article 17 of the Environmental Conservation law. Project Description:

The proposal is for the construction of a new concrete vertical breakwall measuring 138' long, 10' high and 12" thick that would closely follow the toe of the existing slope. The face of the new wall will be placed about 2' feet waterward of the mean high water mark of Lake Champlain to allow for construction of the footing. The face of the wall will be textured and colored to blend in with the existing shale and rock shoreline. Approximately 24 cubic yards of rock riprap will be placed at the toe of the new wall. The purpose of the project is to protect residential property from further erosion. The project is located at the applicant's property at 256 Smith Drive on Cumberland Head.

A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
