Negative Declaration

Cayuga County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Scholte Mine #3, Renewal and Modification Mining Permit Application will not have a significant adverse environmental impact. The action involves a renewal and modification of an existing permitted sand and gravel mine to expand the Life-of-Mine from 2.3 acres to 13 acres on a 179 acre parcel of land owned by Francis W. Cunningham, Jr. The project is located on the southside of Depot Road, west of Freeman Road in the Town of Sennett, New York.

Cayuga County - The City Council of the City of Auburn, as lead agency, has determined that the proposed Auburn Landfill Gas Electric Generators and Anaerobic Digester Energy Facilities will not have a significant adverse environmental impact. The action involves a joint venture among the City of Auburn, CH Energy Group, Inc. and its affiliate, CH-Auburn Energy, LLC, for the construction and operation of a landfill gas generator facility and centralized anaerobic digester facility to process landfill gas and municipal wastewater sludge into energy and other reusable byproducts. The digester facility and the generator facility are functionally independent of each other.

It has recently been determined that only the generator facility will be constructed at this time. The New York State Department of Environmental Conservation will bifurcate its permit review process and proceed with permit application review for the generator facility only at this time. The project is located at 35 Bradley Street in the City of Auburn, New York.

Cortland County - The State University of New York (SUNY) College of Environmental Science and Forestry (ESF), as lead agency, has determined that the proposed Installation of a Small Wind Turbine and Tubular Tower will not have a significant adverse environmental impact. The action involves the proposal by State University of New York College of Environmental Science and Forestry to erect an Endurance S250 Small Wind Turbine and white tubular tower on its Svend O. Heiberg Memorial Forest property. The turbine is a 4.25 kW model and the tower is 105 feet tall (126 feet total height from base to blade tip). The project is located adjacent to the SUNY ESF classrooms located off Maple Ridge Road in the Town of Preble, New York.

Madison County - The City of Oneida Common Council, as lead agency, has determined that the proposed Zoning Map Amendment for Curtin Property will not have a significant adverse environmental impact. The action involves the rezoning parts of two parcels from Agricultural (A) to Manufacturing-Industrial (MI). The project is located at 1876 West Elm Street, between West Elm Street and the CSX rail lines, in the City of Oneida, New York.
