Project Description:

Construction of a wind-powered electrical generation facility consisting of 39 wind turbines and supporting infrastructure within an approximate 7,600-acre area in the Town of Martinsburg, Lewis County. Construction of turbine access roads and placement of poles for the overhead collection (OHC) line will result in a total of approximately 0.42 acres of permanent fill impacts to wetlands, approximately 0.26 acres of which are impacts to state-jurisdictional wetlands. These activities will result in 237 linear feet of permanent impacts to state-jurisdictional streams. Up to 0.38 acres of permanent forest conversion will result from clearing associated with the installation of underground (UGC) collection lines. Of this amount, approximately 0.003 acre will occur in state-jurisdictional wetlands. Construction of access roads and temporary ground disturbance and clearing (no grubbing) associated with installation of UGC lines will result in a total of 2.81 acres of temporary fill wetland impacts, with approximately 1.33 acres under state jurisdiction. 333 linear feet of temporary stream impacts will result from these activities. Clearing and construction of access roads will result in disturbance of approximately 12.09 acres of state-regulated wetland adjacent areas. To mitigate permanent impacts to wetlands and streams that result from project construction, four mitigation measures will be implemented: 1) re-construction of three existing substandard culverts to improve fisheries function; 2) improvements to existing unpaved forest roads to improve drainage and reduce erosion; 3) use of Best Management Practices during construction including an erosion and sediment control program and an invasive species control plan; and 4) implementation of a trout habitat restoration and enhancement program at Sears Pond in partnership with the Lewis County Soil and Water Conservation District. State Environmental Quality Review (SEQR) Determination:

A draft environmental impact statement has been prepared on this project and is on file.

SEQR Lead Agency: Martinsburg Town Planning Board

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Apr 24, 2009.
