Negative Declaration

Jefferson County - The Town Board of the Town of Alexandria, as lead agency, has determined that the proposed Town of Alexandria Carnegie Bay Water District Extension will not have a significant adverse environmental impact. The action involves the connection to the terminus of the existing Carnegie Bay Water District. Facilities which will be installed will consist of a water distribution system with approximately 4,400 lineal feet of water main, 2,500 lineal feet of service branches and 5,000 lineal feet of service laterals. The water distribution system will utilize the existing water treatment plant in the Village of Alexandria Bay as its source. The project is located north west of the Village of Alexandria Bay's Corporate Limits along Carnegie Bay Road within the Town of Alexandria, New York.

Jefferson County
- The Town of Orleans Zoning Board of Appeals, as lead agency, has determined that the proposed Anchor Development, LLC 190 Foot Telecommunications Tower will not have a significant adverse environmental impact. The action involves the approval of variances, site plan and special use permit necessary for the proposed construction of a 190 foot lattice telecommunications facility on a portion of lands owned by Anchor Development, LLC. Anchor Development, LLC's communications facility will consist of a single 190 foot tower, an unmanned equipment shelter, all related ground equipment and utility services (power and telephone). The tower, equipment shelter and associated improvements will be located on a 5.25 acre portion of the premises and will be supported by a 40 foot right of way. The tower will be surronded by a 75 foot x 75 foot fenced area. The project is located at 44951 County Route 191 in Fineview, Town of Orleans, New York.

St. Lawrence County
- The Town of Clifton, as lead agency, has determined that the proposed Hamlet of Newton Falls Sewer District Wastewater Project will not have a significant adverse environmental impact. The action involves the construction of a public sanitary sewer system to serve approximately 130 residential and light commercial users along with Newton Falls Fine Paper Company facility. In addition to the installation of a low-pressure collection system, the Town is proposing to acquire and modify the existing sanitary treatment facility located on the Newton Falls Fine Paper Company property and continue to discharge into the Oswegatchie River with constituents at or below threshold limits set by the New York State Department of Environmental Conservation (NYS DEC) for this discharge location. The project is located along various streets in the Hamlet of Newton Falls, Town of Clifton, New York.
